【摘要】：政治是按照某一階級(jí)或者社會(huì)的共同要求統(tǒng)一組織和指揮人們活動(dòng)的社會(huì)職能,政治的性質(zhì)及其完善程度取決于其追求的目的和實(shí)際體現(xiàn)方法。先軍政治,是朝鮮把軍事高于一切的思想運(yùn)用于當(dāng)下的現(xiàn)實(shí)條件的政治方式,即依靠軍隊(duì)把革命和建設(shè)引向勝利,突出軍隊(duì)地位,用軍隊(duì)管理方式推動(dòng)全社會(huì)的工作,把重視軍事看作第一國事,把軍隊(duì)工作、軍事建設(shè)放在國家政治生活的中心,軍隊(duì)在政治、經(jīng)濟(jì)等諸方面享有特殊的地位,主要表現(xiàn)在政治上實(shí)行“先軍領(lǐng)導(dǎo)”,經(jīng)濟(jì)上推行“先軍經(jīng)濟(jì)路線”,外交上實(shí)施“先軍外交戰(zhàn)術(shù)”。先軍政治在朝鮮的實(shí)施以東歐劇變警鐘的敲響為深層背景,為了實(shí)現(xiàn)國內(nèi)政權(quán)的穩(wěn)定和抵御外來勢力的侵犯,朝鮮進(jìn)一步加強(qiáng)了對軍權(quán)重要性的認(rèn)識(shí)和對軍隊(duì)的控制。 先軍政治的實(shí)施,使朝鮮在國際社會(huì)中為自身的生存爭取到了有利條件,長期以來朝鮮始終把國家安全放在首要位置,注重發(fā)展軍事。正是因?yàn)橛辛恕跋溶娬巍?朝鮮才擁有了開展多元外交的勇氣以及拓展生存空間的有力籌碼,尤其是在朝美關(guān)系和半島問題上,朝鮮在一定程度上占據(jù)了比較主動(dòng)的地位,其積極意義不僅在于維護(hù)了其自身的政局穩(wěn)定,而且也維護(hù)了朝鮮半島乃至整個(gè)東北亞的和平與穩(wěn)定。盡管這一政治路線無論于政治理念還是于民主政治都相去甚遠(yuǎn),但對于處在政治過渡期和內(nèi)政外交雙重困難的朝鮮而言,卻不失為一種可行選擇,為其展開與美國的博弈提供了強(qiáng)大的軍事基礎(chǔ)和思想基礎(chǔ)。
[Abstract]:Politics is the social function of organizing and directing people's activities according to the common demands of a certain class or society. The nature and perfection of politics depend on the purpose and practical embodiment method.The politics of the first army is the political way in which the DPRK applies its ideology of military supremacy to the present realistic conditions, that is, relying on the military to lead revolution and construction to victory, to give prominence to the position of the armed forces, and to promote the work of the whole society by the way of military management.Regarding military affairs as the first national affair and placing military work and military construction at the center of the country's political life, the army enjoys a special position in politics, economy, and so on, which is mainly manifested in the political practice of "military leadership".Economic implementation of the "first military economic line", diplomatic implementation of "military diplomacy tactics."In order to realize the stability of the domestic regime and resist the invasion by the outside forces, Korea has further strengthened its understanding of the importance of military power and its control over the army in order to realize the stability of the domestic regime and resist the invasion by foreign forces.The implementation of the politics of the first army made the DPRK gain favorable conditions for its own survival in the international community. For a long time, North Korea has always put the national security in the first place and paid attention to the development of military affairs.It is precisely because of the "military politics" that North Korea has the courage to carry out pluralistic diplomacy and the strength to expand its living space. In particular, North Korea has to a certain extent occupied a relatively active position in the DPRK-US relations and the Peninsula issue.Its positive significance lies not only in maintaining its own political stability, but also in safeguarding the peace and stability of the Korean Peninsula and the whole Northeast Asia.Although this political line is very different from both political ideas and democratic politics, it is still a viable option for North Korea, which is facing political transition and internal and diplomatic difficulties.It provides a strong military and ideological basis for its game with the United States.
