【摘要】： “俄格沖突”是21世紀(jì)初期國(guó)際社會(huì)發(fā)生的重大事件之一,它不僅深刻體現(xiàn)了在大國(guó)對(duì)勢(shì)力范圍的角逐面前小國(guó)的無(wú)奈與無(wú)助,也體現(xiàn)著俄美兩大國(guó)綜合實(shí)力對(duì)比與競(jìng)爭(zhēng)的態(tài)勢(shì)。俄格沖突為本來(lái)就動(dòng)蕩不安的外高加索地區(qū)再添動(dòng)亂因素,還對(duì)俄美兩國(guó)的對(duì)外政策產(chǎn)生了重要影響。 作為格魯吉亞的自治州和自治共和國(guó),多年以來(lái)一直有著獨(dú)立訴求的南奧塞梯和阿布哈茲近年來(lái)獨(dú)立愿望日益強(qiáng)烈,格魯吉亞政府堅(jiān)決反對(duì)并試圖以武力解決南、阿問題,是引發(fā)“俄格沖突”的導(dǎo)火索�！岸砀駴_突”發(fā)生的主要原因有：俄羅斯和格魯吉亞之間錯(cuò)綜復(fù)雜的歷史積怨,薩卡什維利就任格魯吉亞總統(tǒng)以來(lái)親美疏俄的態(tài)度,美國(guó)為首的北約持續(xù)東擴(kuò),不斷擠壓俄羅斯的戰(zhàn)略空間,以及西方社會(huì)承認(rèn)科索沃獨(dú)立給俄羅斯帶來(lái)的“傷害”。 領(lǐng)土問題和民族獨(dú)立之爭(zhēng)是“俄格沖突”的本質(zhì),但它深刻體現(xiàn)了俄羅斯與美國(guó)在外高加索地區(qū)的博弈。外高加索地區(qū)特殊的地緣戰(zhàn)略優(yōu)勢(shì)以及里海地區(qū)豐富的油氣資源引發(fā)了俄羅斯與美國(guó)在這一地區(qū)的爭(zhēng)奪,這在“俄格沖突”中表露無(wú)遺。美國(guó)在沖突中出錢出力,幫助格魯吉亞與俄羅斯相抗衡,并輿論上一邊倒地譴責(zé)俄羅斯,而日益崛起的俄羅斯在沖突中表現(xiàn)出前所未有的強(qiáng)硬姿態(tài),以行動(dòng)第一次向美國(guó)明確說“不”。 從俄格沖突的發(fā)展趨勢(shì)來(lái)看,南、阿兩地的獨(dú)立局面或成定局,而一旦薩卡什維利政府垮臺(tái),格魯吉亞或?qū)⒅匦录訌?qiáng)與俄羅斯的關(guān)系。雖然俄美在外高加索地區(qū)的爭(zhēng)奪仍將繼續(xù),但俄羅斯在沖突中表現(xiàn)出的強(qiáng)硬姿態(tài)讓美國(guó)清醒認(rèn)識(shí)到了重新崛起之后俄羅斯的戰(zhàn)略底線及其在歐亞大陸的地緣底線,使其不得不重新定位對(duì)俄戰(zhàn)略,并在一段時(shí)間內(nèi)力求緩和與俄羅斯的關(guān)系。
[Abstract]:"Conflict" is one of the major events in the early part of the twenty-first Century international society, it not only embodies the power of competition in front of a small sphere of helpless, also reflects the comprehensive strength of Russia and the United States two countries compared with the competition. As the conflict between Russia and Georgia was turbulent the Caucasus region adds turmoil factors produced an important influence of foreign policy of Russia and the United States.
As Georgia's Autonomous Prefecture and the autonomous republic, over the years has been independent of the demands of South Ossetia and Abkhazia in recent years increasingly strong desire for independence, the Georgian government resolutely opposed and tried to force to solve the south, a problem is caused by "Russia Georgia conflict" fuse. "The main reason for the conflict between Russia and Georgia" occurred: perplexing the historical grievances between Russia and Georgia, since Saakashvili became the president of Georgia pro american political attitude, the US led NATO's eastward expansion, continue to squeeze Russia's strategic space, as well as the western society recognized the independence of Kosovo brought to Russia to "harm".
The conflict of territory and national independence is the essence of "conflict", but it reflects the game between Russia and the United States in the Caucasus region. Special geopolitical advantage and Transcaucasia oil rich Caspian gas resources triggered for Russia and the United States in the region, which shows the "Russia Georgia conflict" the United States money. In the conflict, to help Georgia and Russia compete, and public opinion overwhelmingly condemned Russia, while rising Russia in the conflict of the hitherto unknown tough action for the first time to the United States, to say "no".
From the development trend of the conflict between Russia and Georgia, the south, the two independent situation o or a foregone conclusion, but once the fall of the Saakashvili government in Georgia, or to strengthen relations with Russia. Although the US and Russia in the Transcaucasian region competition will continue, but the tough attitude of Russia in the conflicts among the United States aware of the re emergence of after the bottom line of Russia and its strategy in Eurasia geopolitical line, forcing it to re positioning strategy in Russia, and seeking to ease relations with Russia in force for a period of time.
