【摘要】：邊境安全已經(jīng)成為影響東南亞國家安全的重要因素,是我們觀察和理解東南亞地區(qū)恐怖主義的一個(gè)重要視角。東南亞國家的邊境安全漏洞與恐怖主義活躍之間呈現(xiàn)出明顯的因果邏輯:國際與地區(qū)恐怖勢力利用各國邊境安全短板進(jìn)行頻繁的跨國活動(dòng),惡化了地區(qū)反恐生態(tài)�；诖�,提高東南亞各國的邊境安全水平成為抑制地區(qū)恐怖主義活力的關(guān)鍵舉措。當(dāng)前東南亞各國傾力打造綜合性邊境管控系統(tǒng),強(qiáng)化人境審查程序并嚴(yán)打護(hù)照造假,構(gòu)建完善的地區(qū)邊境治理機(jī)制,重創(chuàng)了恐怖分子的跨國活動(dòng)能力。但東南亞國家普遍存在的反恐資源匱乏、有效法律機(jī)制缺位等因素影響了打擊跨國恐怖主義的成效。
[Abstract]:Border security has become an important factor affecting the security of Southeast Asian countries and is an important perspective for us to observe and understand terrorism in Southeast Asia.There is an obvious causal logic between border security loopholes and terrorism activity in Southeast Asian countries: international and regional terrorist forces take advantage of border security shortcuts to carry out frequent transnational activities and worsen the regional anti-terrorism ecology.Therefore, improving the border security level of Southeast Asian countries has become a key measure to suppress the vitality of regional terrorism.At present, Southeast Asian countries make great efforts to build a comprehensive border control system, strengthen the procedures of human boundary inspection and crack down on passport fraud, and construct a perfect regional border control mechanism, which has severely damaged the transnational activities of terrorists.However, the lack of anti-terrorism resources and the absence of effective legal mechanism affect the effectiveness of combating transnational terrorism in Southeast Asian countries.
