【摘要】：俄羅斯在北極地緣政治博弈中形成了較為完整的北極安全戰(zhàn)略。本文分析了威懾在北極地區(qū)的地緣適用性,進(jìn)而以地緣政治為視角對俄羅斯制定北極安全戰(zhàn)略的背景、動(dòng)因進(jìn)行了分析,并從軍事和安全角度對其北極安全戰(zhàn)略的實(shí)施路徑進(jìn)行了概括。本文認(rèn)為,北極方向?qū)⒊蔀槎砹_斯未來國家安全的首要方向,確保北極安全是俄羅斯北極戰(zhàn)略和國家安全的重心。俄羅斯憑借地緣優(yōu)勢和軍事優(yōu)勢在北極地區(qū)實(shí)施了以軍事硬實(shí)力建設(shè)為先導(dǎo)的威懾戰(zhàn)略。這一戰(zhàn)略的提出與實(shí)施,強(qiáng)化了俄在北極地區(qū)的力量存在,增加了同美國在北極地區(qū)乃至全球博弈的籌碼,同時(shí)也改變著北極地區(qū)的地緣政治格局,加劇了北極地區(qū)的"軍事化"。未來北極地區(qū)安全、秩序和治理形勢存在新的變數(shù)。
[Abstract]:Russia has formed a relatively complete Arctic security strategy in the Arctic geopolitical game.This paper analyzes the geopolitical applicability of deterrence in the Arctic region, and then analyzes the background and motivation of Russia's Arctic security strategy from the perspective of geopolitics.The implementation path of Arctic security strategy is summarized from military and security point of view.This paper holds that the Arctic direction will be the primary direction of Russia's future national security, and ensuring Arctic security is the focus of Russia's Arctic strategy and national security.By virtue of its geographical advantage and military superiority, Russia has implemented a deterrent strategy in the Arctic region guided by the construction of military hard power.The proposal and implementation of this strategy has strengthened Russia's presence in the Arctic region, increased its bargaining chips with the United States in the Arctic region and even the global game, and at the same time changed the geopolitical pattern of the Arctic region.Has intensified the "militarization" of the Arctic.The future Arctic region security, order and governance situation has new variables.
