【摘要】：宗教是一國對外交往的重要文化資源。“國之交在于民相親”,中國是道教的起源國,道教是中國文化的組成部分,也是人類文明的寶貴財(cái)富。新加坡道教總會作為新中兩國公共外交的載體,通過與中國各機(jī)構(gòu)、團(tuán)體進(jìn)行官方或民間的交流往來,促進(jìn)新加坡與中國兩國關(guān)系的發(fā)展。本文以公共外交理論為支撐,主要研究對象為新加坡道教總會,通過對新中關(guān)系的回顧、新加坡道教總會的創(chuàng)立、發(fā)展歷程、運(yùn)行機(jī)制、對外交流情況進(jìn)行分析,特別是對華交流情況進(jìn)行討論,借助公共外交相關(guān)理論進(jìn)行分析論證,探討該宗教社團(tuán)在新加坡與中國兩國公共外交中發(fā)揮的作用。本文通過研究得出,新加坡道教總會所開展的對華交流活動(dòng)具備公共外交的性質(zhì),其在新加坡對華公共外交中扮演行為主體的角色,在中國對新加坡公共外交過程中扮演行為客體的角色。新加坡道教總會在組織活動(dòng)上的靈活性推動(dòng)了中新兩國文化、經(jīng)濟(jì)領(lǐng)域的交流與合作,同時(shí),作為一個(gè)非營利性的華人宗教社團(tuán),新加坡道教總會將在公共外交領(lǐng)域展現(xiàn)出宗教社團(tuán)和華人社團(tuán)的雙重優(yōu)越性.一方面,新加坡道教總會以其福利性和慈善性在開展活動(dòng)的過程中逐漸突破了國與國之間的界限;另一方面新加坡道教總會因具備華人社團(tuán)的特點(diǎn),在新加坡對華公共外交中也頗具優(yōu)勢,中國的政府部門、社會團(tuán)體在與新加坡道教總會的交往中也可以獲得更多有效信息。實(shí)際活動(dòng)開展中,新加坡道教總會的公共外交參與能力受到其自身影響力和活動(dòng)擴(kuò)展力兩方面的制約。需要加強(qiáng)宣傳、擴(kuò)大交往領(lǐng)域,以方便更多活動(dòng)的開展。此外,中國政府以該類型的社團(tuán)為載體開展公共外交也有局限性,需要對公共外交資源進(jìn)行統(tǒng)籌規(guī)劃,進(jìn)一步細(xì)化開展途徑和相應(yīng)渠道,在配合國家總體外交的基礎(chǔ)上,充分發(fā)揮出靈活性,推出更多“中國品牌”,對當(dāng)前對外工作的開展將會帶來更大的幫助。公共外交作為國家總體外交的重要補(bǔ)充,有其出現(xiàn)的必然性和發(fā)展的必要性,開展公共外交活動(dòng)是一個(gè)不斷探索實(shí)踐的過程,在這個(gè)過程中,機(jī)遇與挑戰(zhàn)并存。從長遠(yuǎn)觀,新加坡道教總會將繼續(xù)推動(dòng)新中公共外交的發(fā)展,發(fā)揮更大的作用,中國也可以通過與新加坡道教總會的交流往來靈活開展對新公共外交。
[Abstract]:Religion is an important cultural resource for a country's foreign exchanges.China is the origin of Taoism, which is a part of Chinese culture and a precious treasure of human civilization.As the carrier of Singapore and China's public diplomacy, Singapore Taoism Association promotes the development of Singapore and China relations through official or non-governmental exchanges with Chinese institutions and groups.This paper is based on the theory of public diplomacy, the main object of study is Singapore Taoism Association, through the review of the relationship between Singapore and China, the founding of Singapore Taoism Association, the course of its development, the operation mechanism, and the situation of foreign exchanges are analyzed.In particular, the exchange situation of China is discussed, and the role of the religious community in the public diplomacy of Singapore and China is discussed with the help of the relevant theories of public diplomacy.This paper concludes that the communication activities carried out by Singapore Taoism Association have the nature of public diplomacy, and they play the role of actors in Singapore's public diplomacy to China.To act as the object of behavior in the process of China's public diplomacy to Singapore.The Singapore Taoist Association's flexibility in organizing activities has promoted cultural and economic exchanges and cooperation between China and Singapore. At the same time, as a non-profit Chinese religious community,The Singapore Taoist Association will demonstrate the dual advantages of religious and Chinese communities in public diplomacy.On the one hand, the Singapore Taoist Association has gradually broken the boundaries between countries in the course of carrying out its activities by virtue of its welfare and charity; on the other hand, the Singapore Taoism Association has the characteristics of Chinese communities.It also has an advantage in Singapore's public diplomacy with China, where government departments and social groups can get more effective information in their dealings with the Singapore Taoist Association.In the actual activities, the public diplomacy participation ability of Singapore Taoism Association is restricted by its own influence and activity expansion.Need to strengthen publicity, expand the field of communication, in order to facilitate the development of more activities.In addition, the Chinese government also has limitations in carrying out public diplomacy with this type of association as its carrier. It is necessary to make an overall planning of public diplomatic resources, further refine the channels and corresponding channels for carrying out public diplomacy, and on the basis of cooperating with the state's overall diplomacy,Giving full play to flexibility and introducing more "Chinese brands" will bring more help to the current external work.Public diplomacy as an important supplement of national overall diplomacy has its inevitability and necessity of development. It is a process of continuous exploration and practice to carry out public diplomacy activities. In this process, opportunities and challenges coexist.In the long run, the Singapore Taoist Association will continue to promote the development of Singapore and China's public diplomacy, and China can also flexibly develop its new public diplomacy through exchanges with the Singapore Taoist Association.
