【摘要】：全球變暖已成為既定事實(shí),各國(guó)氣候安全面臨不確定性,氣候?yàn)?zāi)害風(fēng)險(xiǎn)增加。在此背景下全球氣候治理正在穩(wěn)步推進(jìn),達(dá)成了開啟治理新篇章的《巴黎氣候協(xié)定》。中美作為世界應(yīng)對(duì)氣候變化最為關(guān)鍵的兩個(gè)國(guó)家,其一舉一動(dòng)都牽扯到氣候治理的成效與命運(yùn)。2009年美國(guó)就任總統(tǒng)奧巴馬宣布積極的綠色轉(zhuǎn)型,中美進(jìn)入了氣候變化合作突飛猛進(jìn)的階段。這一時(shí)期氣候變化合作議題的重要性得到提升,由兩國(guó)元首親自發(fā)起倡議并多次發(fā)表共同聲明;合作機(jī)制落地并呈現(xiàn)多元化特征,暢通了兩國(guó)溝通與合作的渠道;合作內(nèi)容擴(kuò)大,既有政策協(xié)調(diào)又有學(xué)術(shù)、商業(yè)項(xiàng)目,取得了豐碩成果。中美氣候變化合作是兩國(guó)氣候政策轉(zhuǎn)變與利益交匯的結(jié)果,既有其必然性也具有可能性。環(huán)境脆弱性與緊迫感、搶占低碳經(jīng)濟(jì)發(fā)展先機(jī)、促進(jìn)能源轉(zhuǎn)型維護(hù)能源安全、樹立良好的國(guó)家形象與國(guó)際聲譽(yù)以及國(guó)際社會(huì)壓力與擴(kuò)大治理領(lǐng)導(dǎo)權(quán)的動(dòng)力都是推動(dòng)兩國(guó)在這一問(wèn)題上轉(zhuǎn)型與合作的必然因素。而兩國(guó)在清潔能源范疇的共同利益與互補(bǔ)利益也為其提供了可能。兩國(guó)的氣候變化合作對(duì)雙邊關(guān)系以及全球治理均產(chǎn)生了深刻影響。中美兩國(guó)在政治與安全領(lǐng)域存在很深的結(jié)構(gòu)性矛盾,而在氣候變化這一非傳統(tǒng)安全領(lǐng)域的合作則作為改善中美關(guān)系的切入點(diǎn),有助于兩國(guó)擴(kuò)大共同利益、建立穩(wěn)定暢通的溝通渠道并逐步建立戰(zhàn)略互信,成為兩國(guó)疏解緊張關(guān)系的空間。鑒于兩國(guó)在全球氣候治理中的關(guān)鍵地位,中美兩國(guó)的合作發(fā)揮了大國(guó)應(yīng)有的領(lǐng)導(dǎo)力,改善了集體行動(dòng)中公共產(chǎn)品供應(yīng)不足的問(wèn)題,推動(dòng)治理成效提升、治理進(jìn)程的推進(jìn),為各國(guó)起到積極示范作用。特朗普時(shí)代中美氣候變化合作面臨著不確定性,本文預(yù)測(cè)特朗普政府的消極氣候政策將會(huì)對(duì)雙邊合作與多邊治理產(chǎn)生負(fù)面影響,但是低碳發(fā)展已成為必然趨勢(shì),特朗普的氣候政策難以大幅倒退。中美氣候變化合作已經(jīng)成為兩國(guó)共同的政治遺產(chǎn),盡管面臨不確定性,中美兩國(guó)的氣候合作仍可以也應(yīng)該繼續(xù)下去。如何化解可能的挑戰(zhàn),繼續(xù)發(fā)揮這一議題的價(jià)值將考驗(yàn)兩國(guó)領(lǐng)導(dǎo)人的智慧。
[Abstract]:Global warming has become a fait accompli. Climate security faces uncertainty and climate disaster risk increases.In this context, global climate governance is steadily advancing, reaching the Paris Climate Agreement, which opens a new chapter in governance.China and the United States, the two most critical countries in the world's response to climate change, are all involved in the effectiveness and fate of climate governance. In 2009, the United States took office as President Obama announced a positive green transition.China and the United States have entered a phase of rapid progress in climate change cooperation.In this period, the importance of climate change cooperation has been raised, and the two heads of state have launched initiatives and issued joint statements on many occasions; the cooperation mechanism has landed on the ground and has diversified features, thus unblocking the channels of communication and cooperation between the two countries;Cooperation has expanded, both policy coordination and academic, commercial projects, has achieved fruitful results.Climate change cooperation between China and the United States is the result of climate policy transformation and the convergence of interests between the two countries, which has both inevitability and possibility.Environmental vulnerability and sense of urgency to seize the first opportunity for low-carbon economic development, to promote energy transformation to maintain energy security,Establishing a good national image and international reputation as well as the pressure of the international community and the power of expanding governance leadership are the inevitable factors to promote the transformation and cooperation between the two countries on this issue.And the common interests and complementary interests of the two countries in the field of clean energy also provide the possibility.Climate change cooperation between the two countries has had a profound impact on bilateral relations and global governance.China and the United States have deep structural contradictions in the field of politics and security, while cooperation in climate change, a non-traditional security field, serves as a starting point for improving Sino-US relations and helps the two countries expand their common interests.Establishing stable and smooth communication channels and gradually establishing strategic mutual trust has become the space to ease tensions between the two countries.In view of the critical position of the two countries in global climate governance, the cooperation between China and the United States has provided the leadership that the major countries should have, improved the problem of inadequate supply of public goods in collective action, and contributed to the improvement of governance effectiveness and the advancement of the governance process.For countries to play an active role in demonstration.This paper predicts that the negative climate policy of the Trump administration will have a negative impact on bilateral cooperation and multilateral governance, but low-carbon development has become an inevitable trend.Trump's climate policy is hard to reverse.Climate change cooperation between China and the United States has become a common legacy of the two countries, and despite the uncertainty, climate cooperation between China and the United States can and should continue.How to resolve the possible challenges and continue to use the value of this issue will test the wisdom of both leaders.
