【摘要】：1949年中華人民共和國中央人民政府成立以來,因?yàn)槊绹蛩氐木砣?本屬于中國內(nèi)政的臺灣問題成為中美關(guān)系中一個(gè)難以解開的結(jié)和影響中美關(guān)系發(fā)展最重要、最敏感的問題,美國臺海政策的調(diào)整變化也就成為影響中美關(guān)系發(fā)展變化的一個(gè)最直接和最有分量的因素,縱觀美國尤其是冷戰(zhàn)后的美國臺海政策,除受制于美國的國家利益和地緣政治戰(zhàn)略外,臺灣當(dāng)局在美國編織一個(gè)巨大、復(fù)雜的游說網(wǎng)絡(luò),并通過其網(wǎng)絡(luò)對美國政府、國會、大眾媒體以及思想庫等進(jìn)行游說活動并對美國臺海政策的也制定產(chǎn)生了一定的影響。但是,由于中美之間的相互需要以及國家利益的互補(bǔ)性,特別是中國在世界特別是在亞太地區(qū)熱點(diǎn)問題如朝核問題、印巴爭議、打擊恐怖主義以及在防止核擴(kuò)散的問題上舉足輕重的作用,使得美國在制定臺海政策的同時(shí)更多地考慮中國的核心利益,使得臺灣當(dāng)局的游說活動從根本上受到限制并隨著中美關(guān)系的不斷向前發(fā)展而日漸衰微。同時(shí),由于臺灣當(dāng)局在美國的游說網(wǎng)絡(luò)自身的局限性也使得其游說活動和游說作用及其有限,進(jìn)一步限制了其作用的發(fā)揮。本文在簡要梳理臺灣游說集團(tuán)在冷戰(zhàn)后的形成和發(fā)展的基礎(chǔ)上,運(yùn)用歷史分析方法、個(gè)案分析法以及比較分析的方法等對其組織網(wǎng)絡(luò)和行為方式進(jìn)行深入研究,并總結(jié)歸納其對美游說的特點(diǎn)和造成的影響,并希望通過這種分析為我國的對臺以及對美關(guān)系提供一個(gè)新的選擇路徑。
[Abstract]:Since the establishment of the Central people's Government of the people's Republic of China in 1949, the Taiwan issue, which belongs to China's internal affairs, has become the most important and sensitive issue in Sino-US relations because of the involvement of the United States. The adjustment and change of the US Taiwan Strait policy has become the most direct and most important factor affecting the development and changes of Sino-US relations. Throughout the United States, especially after the Cold War, the US policy on the Taiwan Strait has become one of the most direct and important factors. In addition to being constrained by the national interests and geopolitical strategy of the United States, the Taiwan authorities have woven a huge, complex lobbying network in the United States and, through its network, have addressed to the US government, Congress, Mass media and think tanks have lobbied and have had a certain impact on the formulation of US policy on the Taiwan Strait. However, due to the mutual needs between China and the United States and the complementarity of national interests, In particular, China plays an important role in the world, especially in the Asia-Pacific region, on hot issues such as the North Korean nuclear issue, the India-Pakistan dispute, the fight against terrorism, and the issue of preventing nuclear proliferation. That makes the United States consider more China's core interests while formulating policies on the Taiwan Strait, so that the lobbying activities of the Taiwan authorities are fundamentally restricted and declining with the continuous development of Sino-US relations. At the same time, Because of the limitations of the Taiwan authorities' lobbying network in the United States, its lobbying activities and lobbying role are also limited. This paper, on the basis of briefly combing the formation and development of Taiwan lobbying groups after the Cold War, applies historical analysis methods. Case analysis and comparative analysis methods are used to conduct in-depth research on its organizational network and behavior, and summarize the characteristics and effects of its lobbying on the United States. Through this analysis, we hope to provide a new choice for China's relations with Taiwan and the United States.
