【摘要】：現(xiàn)實主義理論認為權力的過度集中會引發(fā)其他行為體的權力制衡,鑒于國際體系中經(jīng)常出現(xiàn)"制衡失靈"的現(xiàn)象,霸權何以維持成為需要解釋的問題�，F(xiàn)有文獻大多從其他國家的角度思考為何出現(xiàn)"制衡不足",但是,作為有實力和意愿控制國際秩序的國家,霸權國不會消極等待其他國家的權力制衡,而會積極運用權力制衡維持霸權地位。作者提出話語制衡是霸權護持的重要手段,即通過使用話語策略在國內(nèi)外建立話語共識和政策聯(lián)盟,以維持國際霸權結構。具體表現(xiàn)為三種形式:一是旨在建立國內(nèi)政策聯(lián)盟的內(nèi)部話語制衡,二是旨在建立國際霸權聯(lián)盟的外部話語制衡,三是旨在阻止?jié)撛谔魬?zhàn)的消極話語制衡。強大的話語資本和對霸權地位的追求讓霸權國擁有話語制衡的先發(fā)優(yōu)勢。話語制衡也存在局限,容易加劇霸權國的不安全感和國際體系的不穩(wěn)定。作者旨在探究霸權國如何通過話語層面的權力制衡進行霸權護持,并以美國亞太再平衡戰(zhàn)略為例,增進對美國霸權話語策略的理解。
[Abstract]:The theory of realism holds that excessive concentration of power will lead to the balance of power of other actors. In view of the phenomenon of "check and balance failure" in the international system, Why hegemony remains an issue to be explained. Most of the existing literature considers from the perspective of other countries why there is "insufficient checks and balances", but as a country with the power and will to control the international order, The hegemonic state will not wait passively for the power balance of other countries, but will actively use the power balance to maintain the hegemonic position. That is, to maintain the international hegemonic structure by building discourse consensus and policy alliance at home and abroad through the use of discourse strategy, which is manifested in three forms: first, the internal discourse balance aimed at establishing domestic policy alliances. Second, external discourse checks and balances aimed at establishing an international hegemonic alliance, Thirdly, negative discourse checks and balances aimed at preventing potential challenges. Strong discourse capital and the pursuit of hegemonic status make hegemonic countries have the preemptive advantages of discourse checks and balances, and there are also limitations in discourse checks and balances. It is easy to aggravate the insecurity of hegemonic powers and the instability of the international system. The author aims to explore how hegemonic powers defend their hegemony through power checks and balances at the discourse level, and take the rebalancing strategy of the United States in Asia and the Pacific as an example. To improve the understanding of American hegemonic discourse strategy.
