【摘要】： 在21世紀(jì)中國(guó)選擇走史無前例的和平崛起道路,是對(duì)強(qiáng)國(guó)興衰史的深刻探究與反思基礎(chǔ)上作出的重大戰(zhàn)略決策。中國(guó)和平崛起戰(zhàn)略也是過去三十多年改革開放路線的自然延伸,是在謀求國(guó)家長(zhǎng)期、穩(wěn)定、全面的可持續(xù)發(fā)展進(jìn)程中,推進(jìn)現(xiàn)代化建設(shè),完成祖國(guó)統(tǒng)一,并促進(jìn)世界各國(guó)的共同發(fā)展。然而中國(guó)要實(shí)現(xiàn)和平崛起的戰(zhàn)略目標(biāo),離不開國(guó)際環(huán)境、離不開國(guó)際政治資源的開發(fā)。毋庸置疑,國(guó)際政治資源的開發(fā)是中國(guó)實(shí)現(xiàn)和平崛起戰(zhàn)略目標(biāo)的重要條件:開發(fā)軟實(shí)力資源能化解“中國(guó)威脅論”并營(yíng)造和諧發(fā)展的世界環(huán)境;開發(fā)國(guó)際能源能為中國(guó)和平崛起提供能源保障;開發(fā)國(guó)際科技資源能為中國(guó)和平崛起提供發(fā)展動(dòng)力,保障中國(guó)經(jīng)濟(jì)持續(xù)高速發(fā)展;積極融入現(xiàn)有的國(guó)際機(jī)制和體系,開發(fā)結(jié)構(gòu)性國(guó)際政治資源能維護(hù)中國(guó)在國(guó)際社會(huì)中的國(guó)家權(quán)益等等。新世紀(jì)中國(guó)政府緊緊抓住世界和平和發(fā)展的大好勢(shì)頭,利用國(guó)內(nèi)、國(guó)際兩個(gè)市場(chǎng),努力發(fā)展和壯大自己。為早日實(shí)現(xiàn)和平崛起的戰(zhàn)略目標(biāo),中國(guó)政府開展了一系列推進(jìn)能源資源、海洋資源、金融資源、軟實(shí)力資源等各種國(guó)際政治資源開發(fā)的舉措。因此研究和平崛起進(jìn)程中國(guó)際政治資源的開發(fā)是我們必須認(rèn)真面對(duì)的重要課題。
[Abstract]:In the 21st century, China has chosen the unprecedented path of peaceful rise, which is a major strategic decision made on the basis of a profound exploration and reflection on the history of the rise and fall of a powerful country. The strategy of China's peaceful rise is also a natural extension of the course of reform and opening up in the past 30 years or more. It is in the process of pursuing a long-term, stable and comprehensive sustainable development of the country to advance the modernization drive, to complete the reunification of the motherland, and to promote the common development of all countries in the world. However, if China is to achieve its strategic goal of peaceful rise, it cannot leave the international environment. There is no doubt that the exploitation of international political resources is an important condition for China to achieve the strategic goal of peaceful rise: the exploitation of soft power resources can resolve the theory of "China threat" and create a harmonious world environment; The development of international energy resources can provide energy security for China's peaceful rise; develop international scientific and technological resources can provide impetus for the peaceful rise of China and ensure the sustained and rapid development of China's economy; and actively integrate into existing international mechanisms and systems. The development of structural international political resources can safeguard China's national rights and interests in the international community and so on. In the new century, the Chinese Government firmly grasps the excellent momentum of world peace and development and makes use of both domestic and international markets. To strive to develop and strengthen ourselves. In order to realize the strategic goal of peaceful rise at an early date, the Chinese government has launched a series of efforts to promote energy resources, marine resources, and financial resources. Therefore, to study the development of international political resources in the process of peaceful rise is an important subject that we must seriously face.
