【摘要】：隨著經(jīng)濟實力的不斷增強,近年來巴西對其南極政策不斷進(jìn)行調(diào)整和優(yōu)化,包括強化南極活動保障能力建設(shè)、制定具體的南極科研計劃、推動南極事務(wù)的國際合作和環(huán)境保護(hù)。這種調(diào)整和優(yōu)化,是由巴西在南極地區(qū)的政治、經(jīng)濟、科研和環(huán)境等戰(zhàn)略利益決定的,尤其深受其全球大國政治抱負(fù)的影響。但是,面對美澳等國進(jìn)一步強化南極事務(wù)主導(dǎo)地位的政治現(xiàn)實,受到資金掣肘的巴西南極政策能否順利實施面臨很大的不確定性。中國作為南極治理的利益攸關(guān)方,與巴西擁有相似的國家身份和利益訴求,在南極事務(wù)中與巴西保持密切溝通和交流,有助于拓寬雙方合作領(lǐng)域,豐富中巴全面戰(zhàn)略伙伴關(guān)系的政治內(nèi)涵。
[Abstract]:With the increasing economic strength, Brazil has been continuously adjusting and optimizing its Antarctic policy in recent years, including strengthening the building of support capacity for Antarctic activities and formulating specific plans for Antarctic scientific research. International cooperation and environmental protection for Antarctic affairs. This adjustment and optimization is determined by Brazil's political, economic, scientific and environmental interests in the Antarctic region and is particularly affected by the political aspirations of its global powers. Faced with the political reality of further strengthening the dominant position of Antarctic affairs in countries such as the United States, Australia and other countries, there is great uncertainty as to whether Brazil's Antarctic policy, which is subject to financial constraints, can be successfully implemented. China is a stakeholder in Antarctic governance. Having similar national identity and interests with Brazil and maintaining close communication and exchanges with Brazil in Antarctic affairs will help broaden the fields of bilateral cooperation and enrich the political connotations of the comprehensive strategic partnership between China and Brazil.
