【摘要】：面對日益嚴(yán)峻的本土恐怖主義威脅,歐洲主要國家在2010年開始采取反恐怖主義極端化措施。各國政策在目標(biāo)對象設(shè)定和實施方式上具有較高的相似性,呈現(xiàn)出一種較為明顯的反極端化"歐洲模式"。但這一模式并未有效遏制極端思想的蔓延,一方面是因為相關(guān)政策不再強(qiáng)調(diào)對恐怖分子個體成因的追問,導(dǎo)致個體層面的預(yù)防與干預(yù)失去了明確的目標(biāo)和評判標(biāo)準(zhǔn);另一方面是因為試圖加強(qiáng)與穆斯林地方社群的合作的方式雖然彌補(bǔ)了個體預(yù)防的不足,但同時也強(qiáng)化了主流社會對于穆斯林"嫌疑群體"的認(rèn)知,對反恐怖主義極端化工作的成效帶來負(fù)面影響。"歐洲模式"遭遇的這兩方面困境是我們判斷歐洲未來恐怖主義發(fā)展趨勢、參考借鑒解決相關(guān)問題的經(jīng)驗時必須要考慮的因素。
[Abstract]:In the face of the increasingly serious threat of homegrown terrorism, major European countries began to take anti-terrorist extremism measures in 2010. A more obvious anti-extremist "European model" has emerged. But this model has not been effective in curbing the spread of extremist ideas, on the one hand because the relevant policies no longer emphasize the question of the individual causes of terrorists. This has led to the loss of clear goals and criteria for prevention and intervention at the individual level; on the other hand, attempts to strengthen cooperation with local Muslim communities have made up for the shortcomings of individual prevention, But it also reinforces mainstream society's perception of Muslim "suspected groups," The two difficulties encountered by the "European model" are the factors we must consider in judging the future development trend of terrorism in Europe and referring to the experience in solving related problems.
