【摘要】：文章認為歐盟介入中亞水外交,目的是引領(lǐng)水外交的發(fā)展,顯示其價值觀,并維護其安全利益;通過直接援助、地區(qū)機制安排以及與國際社會合作開展水外交。在實施過程中,歐盟內(nèi)部一致性、中亞國家間關(guān)系和治理能力問題都會影響歐盟水外交工作的開展。中國在開展水外交時能夠從歐盟經(jīng)驗中得到一些啟示。
[Abstract]:The paper holds that the purpose of EU's involvement in water diplomacy in Central Asia is to lead the development of water diplomacy, to show its values and to safeguard its security interests, to carry out water diplomacy through direct assistance, regional institutional arrangements and cooperation with the international community. The internal consistency of the European Union, the relationship between the Central Asian countries and the ability of governance will affect the development of the EU's water diplomacy. China can draw some inspiration from the EU's experience in carrying out the water diplomacy.
