【摘要】：借助1992年通過(guò)的《聯(lián)合國(guó)維和行動(dòng)合作法》,日本將自衛(wèi)隊(duì)參與聯(lián)合國(guó)維和行動(dòng)與其他國(guó)際和平合作活動(dòng)置于同一機(jī)制下進(jìn)行處理。至今的25年間,該法律經(jīng)過(guò)數(shù)次修改,逐步提升了自衛(wèi)隊(duì)在海外開(kāi)展活動(dòng)的幾率,也不斷擴(kuò)充了自衛(wèi)隊(duì)參與國(guó)際安全事務(wù)時(shí)的行動(dòng)權(quán)限。依據(jù)該法,自衛(wèi)隊(duì)共參與了9項(xiàng)聯(lián)合國(guó)維和行動(dòng)與5項(xiàng)人道主義救援行動(dòng)。這一歷史演變過(guò)程對(duì)日本的政黨政治與憲法效力均造成了一定的消極影響。
[Abstract]:With the adoption of the United Nations Law on Cooperation in peacekeeping Operations in 1992, Japan has placed the participation of the Self-Defense Forces in United Nations peacekeeping operations and other international peace cooperation activities under the same mechanism. In the past 25 years, the law has been amended several times. It has gradually increased the probability that the SDF will carry out activities overseas, and has also continuously expanded the operational authority of the SDF to participate in international security affairs. The SDF has participated in nine UN peacekeeping operations and five humanitarian relief operations. This historical evolution has had a negative impact on the political party and the constitutional effect of Japan.
