【摘要】:正迄今為止,在國(guó)際關(guān)系的認(rèn)知與研究中,國(guó)際秩序仍被理解為國(guó)家行為體在國(guó)際交往與互動(dòng)中所形成的特定的規(guī)范、制度、格局與體系。因此,英國(guó)學(xué)派代表人物赫德利·布爾在《無(wú)政府社會(huì)》一書(shū)中對(duì)國(guó)際秩序作出的界定與解說(shuō)是最經(jīng)典的。他認(rèn)為,國(guó)際秩序是追求國(guó)家社會(huì)或國(guó)際社會(huì)的主要目標(biāo)的行為格局。這些目標(biāo)包括:維持國(guó)家體系和國(guó)際社會(huì)本身的生存,維護(hù)國(guó)家的獨(dú)立或外部主權(quán)、和平,以及信守承諾、限制暴力等。而維系國(guó)際秩序的
