【摘要】：正迄今為止,在國際關(guān)系的認知與研究中,國際秩序仍被理解為國家行為體在國際交往與互動中所形成的特定的規(guī)范、制度、格局與體系。因此,英國學派代表人物赫德利·布爾在《無政府社會》一書中對國際秩序作出的界定與解說是最經(jīng)典的。他認為,國際秩序是追求國家社會或國際社會的主要目標的行為格局。這些目標包括:維持國家體系和國際社會本身的生存,維護國家的獨立或外部主權(quán)、和平,以及信守承諾、限制暴力等。而維系國際秩序的
