【摘要】：20世紀(jì)70年代中日東海問題開始浮出水面,隨著經(jīng)濟(jì)全球化的深入發(fā)展,國際格局的重大調(diào)整,石油、天然氣等資源的需求和重要性越來越突出,中國與日本兩國政府與民間在這一問題上的沖突與摩擦也越來越多。東海問題涉及的利益與爭(zhēng)議非常復(fù)雜。該問題的解決對(duì)促進(jìn)我國經(jīng)濟(jì)發(fā)展、維護(hù)國家主權(quán)、國防安全、海洋權(quán)益等國家利益具有重要意義,因此加強(qiáng)對(duì)東海問題的研究與分析很有必要。 本文先簡要說明了中日東海問題的緣起,闡明了中日東海問題的實(shí)質(zhì)：中日東海之爭(zhēng)表面上是公約中兩條規(guī)定在東海的實(shí)施爭(zhēng)議,背后則是日本對(duì)中國東海區(qū)域的領(lǐng)土、能源資源的覬覦,接著指出釣魚主權(quán)歸屬、東海大陸架劃分、專屬經(jīng)濟(jì)區(qū)劃分、油氣開發(fā)等方面是中日東海問題的矛盾焦點(diǎn),同時(shí)也闡明中日兩國政府對(duì)待東海問題的政策原則和方式方法,然后通過審視整個(gè)東海問題,分析了東海問題對(duì)地區(qū)國際關(guān)系的影響,主要探討了對(duì)中日,中美,中韓關(guān)系的影響。最后通過政治、經(jīng)濟(jì)、軍事層面比較全面的分析了東海問題與我國國家利益的維護(hù)并提出了解決東海問題的解決路徑,指出采取擱置爭(zhēng)議、共同開發(fā)方式是解決東海爭(zhēng)端的最有效,對(duì)雙方最有利的現(xiàn)實(shí)選擇。最后對(duì)全文總結(jié)。
[Abstract]:In 1970s, the East China Sea problem between China and Japan began to surface. With the deepening development of economic globalization and the major adjustment of the international structure, the demand and importance of oil, natural gas and other resources became more and more prominent. The conflicts and frictions between the Chinese and Japanese governments and people on this issue are also increasing. The East China Sea issue involves very complex interests and disputes. The resolution of this issue will promote China's economic development, safeguard national sovereignty, and safeguard national defense security. Ocean rights and interests are of great significance, so it is necessary to study and analyze the East China Sea problem. In this paper, the origin of the East China Sea problem between China and Japan is briefly explained, and the essence of the East China Sea problem is clarified: the dispute between China and Japan in the East China Sea is, on the surface, a dispute over the implementation of the two provisions of the Convention in the East China Sea, with Japan's territory over the East China Sea behind it. The coveted energy resources, and then pointed out that the sovereignty of fishing, the division of the continental shelf of the East China Sea, the division of the exclusive economic zone, and oil and gas development are the contradictory focal points of the East China Sea issue between China and Japan. At the same time, it also clarifies the policy principles and methods of the Chinese and Japanese governments in dealing with the East China Sea issue, and then through examining the whole East China Sea issue, analyzes the impact of the East China Sea issue on regional international relations, and mainly discusses the impact on China, Japan, and the United States. Finally, through the political, economic and military aspects, the paper comprehensively analyzes the East China Sea issue and the maintenance of China's national interests, and puts forward a solution to the East China Sea issue, pointing out that the dispute should be shelved. The method of joint development is the most effective and beneficial practical choice for resolving the dispute in the East China Sea.
