【摘要】：大國協(xié)調(diào)作為一種重要的多邊安全機制,從成員的來源和所涉及的核心層次看,大國協(xié)調(diào)可分為區(qū)域、跨區(qū)域和全球三種形態(tài)。冷戰(zhàn)后,由于體系層次和單元層次發(fā)生了重大改變,大國協(xié)調(diào)在區(qū)域安全治理中興起�？鐓^(qū)域大國協(xié)調(diào)在新的歷史條件下遵循了協(xié)調(diào)機制的一般規(guī)范與規(guī)則:一致性、合法性、責(zé)任性、包容性和自我克制。同時,它也具有突出的時代特點和獨特功能:一是大國協(xié)調(diào)的會議成果被聯(lián)合國安理會所認(rèn)可、接受,與集體安全機制出現(xiàn)了緊密融合的新趨勢;二是區(qū)域組織加入到大國協(xié)調(diào)的會議進程中來,發(fā)揮建設(shè)性作用,如柬埔寨問題解決中的東盟和伊朗核問題大國會談中的歐盟�？鐓^(qū)域大國協(xié)調(diào)以大國為主導(dǎo),具有鮮明的多邊特性,對冷戰(zhàn)后的國際安全治理體系、區(qū)域安全以及美國的唯一超級大國地位都產(chǎn)生了深刻影響。中國作為新興大國,尤應(yīng)重視跨區(qū)域大國協(xié)調(diào)的作用,因為它既為區(qū)域?qū)哟紊系臇|亞安全合作,也為突破歷史困境,實現(xiàn)"崛起國"和"守成國"在國際體系內(nèi)和平共存、共同為國際社會供給公共產(chǎn)品,提供了可以借鑒的路徑選擇。
[Abstract]:As an important multilateral security mechanism, from the source of membership and the core level involved, great power coordination can be divided into three forms: regional, cross-regional and global. As a result of the significant changes in the system and unit levels, the coordination of the great powers has risen in the governance of regional security. Under the new historical conditions, the coordination of cross-regional powers has followed the general norms and rules of the coordination mechanism: consistency, legitimacy, responsibility, etc. Inclusiveness and self-restraint. At the same time, it also has outstanding characteristics of the times and unique functions: first, the outcome of the conference coordinated by the great powers was recognized by the UN Security Council, accepted, and closely integrated with the collective security mechanism. Second, regional organizations have joined the process of major power coordination meetings and played a constructive role. For example, in the talks between ASEAN and Iran on the nuclear issue in the context of the settlement of the Cambodian issue, the European Union. Cross-regional coordination among major powers is dominated by major powers. With its distinctive multilateral character, it has had a profound impact on the system of international security governance after the cold war, regional security and the status of the United States as the sole superpower. Because it is not only for the security cooperation in East Asia at the regional level, but also for breaking through the historical dilemma, to realize the peaceful coexistence of "rising nations" and "conservative states" within the international system, and to jointly supply public goods to the international community. It provides the path choice that can be used for reference.
