【摘要】：隨著全球一體化的形成和中國的迅速發(fā)展，越來越多的中國公民走出國門，走向世界。與此同時，國際政治的風(fēng)云變幻和全球經(jīng)濟環(huán)境的不斷惡化，以及恐怖襲擊、自然災(zāi)害、流行性疾病等非傳統(tǒng)安全問題的不斷增加，中國海外公民的安全形式日益嚴(yán)峻，，他們所經(jīng)歷的、可能經(jīng)歷的危機也日漸增多。目前，如何應(yīng)對并解決這一問題，考驗中國政府的執(zhí)政能力，也是體現(xiàn)“以人為本”執(zhí)政理念的有效途徑。 在新時期中國外交面臨的課題中，在學(xué)術(shù)界研究討論的課題中，海外中國公民安全的保護逐漸被重視起來。中國政府一直以來把“以人為本、執(zhí)政為民”作為執(zhí)政的宗旨。人是一切資源中最有價值的資源，中國的強盛、世界的發(fā)展離不開人力資源的支撐，因此保護好海外中國公民的安全也是順應(yīng)世界潮流的體現(xiàn)。對海外公民安全的保護關(guān)系到一國的內(nèi)政外交等方方面面，處理得好可以內(nèi)得民心、外得尊重；反之，則可能導(dǎo)致內(nèi)憂外困的危局。 本文共分為三個部分。第一個部分論述了國際上保護海外公民安全的有關(guān)理論，海外中國公民安全保護的對象和內(nèi)容，外交保護和領(lǐng)事保護的定義及二者之間的關(guān)系，以及海外中國公民安全保護的重要意義。第二部分介紹了夏莉萍和汪段泳兩位學(xué)者對海外中國公民安全面臨的安全風(fēng)險的分類，從五個方面歸納了中國的海外公民安全事件頻發(fā)的原因，并且針對這些原因?qū)ふ页霈F(xiàn)有保護措施存在的問題。第三部分，從法律、個人、國家三個層面分別論述了如何有效的確保中國的海外公民安全問題順利解決。
[Abstract]:With the formation of global integration and the rapid development of China, more and more Chinese citizens are going abroad to the world. At the same time, the changes in international politics and the worsening of the global economic environment, as well as terrorist attacks and natural disasters, With the increasing number of non-traditional security problems, such as epidemic diseases, the security forms of Chinese citizens abroad are becoming increasingly severe, and the number of crises they may experience is also increasing. At present, how to deal with and solve this problem? It is also an effective way to test the ruling ability of Chinese government. Among the subjects facing China's diplomacy in the new era, the protection of the security of overseas Chinese citizens has gradually been attached importance to among the topics studied and discussed by the academic circles. People are the most valuable resources of all resources. The prosperity of China and the development of the world can not be separated from the support of human resources. Therefore, protecting the security of overseas Chinese citizens is also a reflection of the world trend. The protection of the security of overseas citizens is related to all aspects of a country's internal and foreign affairs and foreign affairs, and it can be handled well within the people's hearts and outside the people's hearts; on the contrary, It may lead to internal worries and difficulties outside the crisis. This paper is divided into three parts. The first part discusses the relevant theories of international protection of overseas citizens, the object and content of overseas Chinese citizen security protection, the definition of diplomatic protection and consular protection, and the relationship between them. And the importance of the security protection of overseas Chinese citizens. The second part introduces the classification of the security risks faced by overseas Chinese citizens by Hairpin and Wang Duan Yong. This paper sums up the reasons for the frequent security incidents of overseas citizens in China from five aspects, and looks for the problems existing in protective measures in view of these reasons. The third part, from the law, the individual, Three levels of the country respectively discussed how to effectively ensure the security of China's overseas citizens to solve the problem smoothly.
