【摘要】：農(nóng)業(yè)是發(fā)展中國(guó)家謀求經(jīng)濟(jì)發(fā)展、社會(huì)進(jìn)步的基石,也是21世紀(jì)以來中國(guó)對(duì)非洲援助及合作的重要領(lǐng)域。中國(guó)在對(duì)非洲的援助中發(fā)揮著越來重要的作用,引起了西方援助過的關(guān)注。在貧困、饑餓等全球性問題仍待解決的背景下,國(guó)家對(duì)受援國(guó)基礎(chǔ)領(lǐng)域的援助將發(fā)揮越來越重要的作用。為此,需要比較國(guó)際上其他國(guó)家開展的農(nóng)業(yè)援助經(jīng)驗(yàn),明晰農(nóng)業(yè)援助背后所蘊(yùn)含的政策目標(biāo)如何實(shí)現(xiàn)。自西方援助國(guó)對(duì)非洲進(jìn)行援助以來,時(shí)而為其投入大量的農(nóng)業(yè)援助,時(shí)而又任由對(duì)非洲的農(nóng)業(yè)援助金額及占比下滑,直至21世紀(jì)才重新強(qiáng)調(diào)要加大對(duì)非洲農(nóng)業(yè)的援助。中國(guó)自70年代開始對(duì)非洲進(jìn)行農(nóng)業(yè)援助,到21世紀(jì)深化與非洲的農(nóng)業(yè)合作。中國(guó)和西方國(guó)家對(duì)非洲的農(nóng)業(yè)援助在21世紀(jì)發(fā)生了什么變化,其背后的動(dòng)因有何區(qū)別?本文將英國(guó)這個(gè)重要援助國(guó)對(duì)非洲的農(nóng)業(yè)援助和中國(guó)對(duì)非洲的農(nóng)業(yè)援助進(jìn)行比較,認(rèn)為2000年以來,兩國(guó)在對(duì)非洲農(nóng)業(yè)援助管理機(jī)制、投入金額及結(jié)構(gòu)、多邊援助的參與幾方面發(fā)生了重要的變化,驅(qū)動(dòng)二者重視對(duì)非洲援助的動(dòng)因不同,二者在國(guó)際援助機(jī)制中扮演的角色和政策目標(biāo)不同,最后對(duì)中國(guó)援助非洲的成效和不足進(jìn)行了反思。
[Abstract]:Agriculture is the cornerstone of economic development and social progress in developing countries and an important area of China's assistance and cooperation to Africa since 21th century. China is playing an increasingly important role in aid to Africa. In the context of poverty, hunger and other global problems that remain to be solved, state assistance to the recipient countries in basic areas will play an increasingly important role. There is a need to compare the experience of other international countries in agricultural aid and to clarify how the policy objectives behind agricultural aid can be achieved. Since Western donors have given aid to Africa, they have been pouring in large amounts of agricultural aid. At times, the amount and share of agricultural aid to Africa were allowed to decline, and only in 21th century did the emphasis be renewed on increasing aid to African agriculture. China has been providing agricultural aid to Africa since 70s. By 21th century, we will deepen agricultural cooperation with Africa. What changes have taken place between China and Western countries in agricultural aid to Africa in 21th century, and what are the motivations behind it? This paper compares the agricultural aid provided by Britain, an important donor, to Africa and China's agricultural aid to Africa. It is concluded that since 2000, the two countries have been managing agricultural aid to Africa, with the amount and structure of the investment. Important changes have taken place in the participation of multilateral aid, which have driven them to attach different importance to aid to Africa and to their different roles and policy objectives in international aid mechanisms. Finally, the paper reflects on the effectiveness and insufficiency of China's aid to Africa.
