【摘要】：作為歐盟的兩個核心大國,法國和德國在中東歐有著不同的關(guān)切。具體而言,從法德兩國在歐盟東擴和《東南歐穩(wěn)定公約》中的表現(xiàn)來看,法國對中東歐的三個次區(qū)域,即中歐、波羅的海和東南歐都采取謹慎、保守的態(tài)度,注重中東歐國家自身的改革,強調(diào)合作風(fēng)險。而德國更傾向從區(qū)域性的角度出發(fā),希望加快中東歐各個次區(qū)域的一體化進程,從而為德國的發(fā)展提供助力。此外,對中國-中東歐國家合作來講,在經(jīng)貿(mào)投資往來、中長期合作等方面可借鑒法德兩國的經(jīng)驗。同時中國也要處理好與這些中東歐利益攸關(guān)者的關(guān)系。
[Abstract]:As the two core powers of the European Union, France and Germany have different concerns in Central and Eastern Europe. In particular, from the performance of France and Germany in the eastward expansion of the EU and the Stability Pact for South-Eastern Europe, France has three subregions for Central and Eastern Europe. That is, Central Europe, the Baltic Sea and South-Eastern Europe all adopt a cautious and conservative attitude, focusing on the reform of the Central and Eastern European countries themselves and emphasizing the risks of cooperation. Germany, however, prefers to proceed from a regional perspective. It is hoped that the integration process of the various subregions of Central and Eastern Europe will be accelerated so as to provide a boost to the development of Germany. In addition, as far as China-CEE cooperation is concerned, in terms of economic and trade investment, Long-term cooperation can draw on the experience of France and Germany. China should also handle its relations with these stakeholders in Central and Eastern Europe.
