【摘要】：美國是世界上最大的發(fā)達(dá)國家，中國是世界上最大的發(fā)展中國家，因而，中美兩國是當(dāng)今國際政治舞臺(tái)上最具影響力的國家，如今美中競爭不僅是“硬權(quán)力”的競爭，還是“軟權(quán)力”的競爭�！扒蓹�(quán)力”是美國政界和學(xué)界根據(jù)世情及美國國情的現(xiàn)實(shí)變化提出的指導(dǎo)性對外戰(zhàn)略，，是“硬權(quán)力”和“軟權(quán)力”的有效結(jié)合。目前，中國的綜合國力明顯增強(qiáng)，國家影響力顯著上升，這已經(jīng)引起西方國家的不安，并導(dǎo)致其聯(lián)合起來遏制中國的和平發(fā)展。中國應(yīng)當(dāng)借鑒美國的“巧權(quán)力”外交戰(zhàn)略，巧妙地運(yùn)用不斷增強(qiáng)的“硬權(quán)力”和“軟權(quán)力”，有效地應(yīng)對其他國家對中國的遏制。 本文首先對“巧權(quán)力”、“硬權(quán)力”和“軟權(quán)力”概念及其相互關(guān)系進(jìn)行了分析比較，對“巧權(quán)力”的理論淵源進(jìn)行了較詳細(xì)的論述；其次重點(diǎn)分析了奧巴馬政府“巧權(quán)力”外交戰(zhàn)略的背景、內(nèi)容、措施及評價(jià)；最后提出為了中國的和平發(fā)展，可以借鑒美國的“巧權(quán)力”戰(zhàn)略：在加強(qiáng)“硬權(quán)力”，提升“軟權(quán)力”的同時(shí)，靈活運(yùn)用“巧權(quán)力”。做好充分準(zhǔn)備，為未來爭取更多主動(dòng)權(quán)，同時(shí)分擔(dān)更大的責(zé)任。
[Abstract]:The United States is the largest developed country in the world, and China is the largest developing country in the world.Therefore, China and the United States are the most influential countries in the international political arena today. It is also the competition of "soft power." "skillful power" is a guiding foreign strategy put forward by American political and academic circles according to the world conditions and the changes in the actual conditions of the United States. It is an effective combination of "hard power" and "soft power." at present, China's overall national strength has obviously increased, and its national influence has risen significantly. This has caused unease in western countries and led it to unite to curb China's peaceful development. China should draw lessons from the United States' diplomatic strategy of "skillful power". Clever use of increasing "hard power" and "soft power" to effectively deal with other countries to curb China. In this paper, the concepts of "skillful power", "hard power" and "soft power" and their relations are analyzed and compared, and the theoretical origin of "skillful power" is discussed in detail. Secondly, it focuses on analyzing the background, content, measures and evaluation of the Obama administration's diplomatic strategy of "skillful power". Finally, it points out that for the sake of China's peaceful development, We can draw lessons from America's strategy of "skillful power": while strengthening "hard power" and promoting "soft power", we can flexibly use "smart power", be fully prepared, strive for more initiative for the future, and share more responsibilities at the same time.
