【摘要】：全球化時(shí)代,海外利益維護(hù)是許多國(guó)家面臨的現(xiàn)實(shí)問題。中國(guó)海外利益在全球拓展的同時(shí),面臨著源自國(guó)際體系、不同地區(qū)和利益相關(guān)國(guó)等層面的復(fù)雜威脅。對(duì)崛起于異質(zhì)文明的中國(guó)而言,海外利益的根本威脅并非海外公民、法人遭受的具體損失,而是國(guó)際體系層面的權(quán)力困境、制度困境和文化困境。長(zhǎng)遠(yuǎn)看來,中國(guó)海外利益維護(hù)的重心不可置于一時(shí)一事的物質(zhì)利益得失,不能倚重外交、法制、軍事等單一路徑,而應(yīng)基于權(quán)力、制度、文化三大維度構(gòu)建海外利益維護(hù)戰(zhàn)略。
[Abstract]:In the era of globalization, the maintenance of overseas interests is a realistic problem facing many countries. While China's overseas interests are expanding in the world, they are facing the problems arising from the international system. For China rising in heterogeneous civilization, the fundamental threat to overseas interests is not the specific losses suffered by overseas citizens and legal persons. In the long run, the focus of China's overseas interests should not be placed on the gain or loss of the material interests of the moment, can not rely on diplomacy, the legal system. A single path, such as military affairs, should be based on the three dimensions of power, institution and culture.
