【摘要】：“老人安,天下安”,養(yǎng)老不僅關(guān)系民生,更是和諧社會(huì)建設(shè)的重要組成部分。人口老齡化是各國(guó)社會(huì)發(fā)展進(jìn)步的必然趨勢(shì)。中國(guó)的計(jì)劃生育政策加速了人口老齡化,促使人口老齡化在國(guó)家還未富裕的條件下成為經(jīng)濟(jì)社會(huì)發(fā)展的嚴(yán)峻挑戰(zhàn)。面對(duì)人口老齡化加速的現(xiàn)實(shí),中國(guó)需要一個(gè)完善的養(yǎng)老體系,尤其是養(yǎng)老服務(wù)體系。什么樣的養(yǎng)老模式能夠有效、合理的緩解老齡化帶來的養(yǎng)老問題成為擺在我們面前不可忽視的現(xiàn)實(shí)問題。在借鑒西方社區(qū)照顧理論的基礎(chǔ)上,我國(guó)逐漸開始在城市開展推廣社區(qū)居家養(yǎng)老服務(wù)。社區(qū)是家庭與社會(huì)的最佳結(jié)合點(diǎn),使老年人既能在熟悉的環(huán)境中養(yǎng)老,又能享受到來自社會(huì)的服務(wù),是未來我國(guó)老年人養(yǎng)老的發(fā)展方向與趨勢(shì)。但由于東中西部的經(jīng)濟(jì)發(fā)展?fàn)顩r不同,社區(qū)居家養(yǎng)老模式開展的層次、水平、影響也不同。本文以中小城市為研究對(duì)象,旨在總結(jié)出這種模式的適用性,為更多的老年人提供優(yōu)質(zhì)服務(wù)。論文結(jié)構(gòu)分為以下四部分。第一部分闡述了本文的選題背景、選題意義并對(duì)國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行綜合分析,提出本文的研究思路、方法、基本內(nèi)容及創(chuàng)新點(diǎn)。第二部分界定了城市社區(qū)居家養(yǎng)老模式的相關(guān)概念和內(nèi)涵,以此為基礎(chǔ)進(jìn)一步闡述。第三部分以湖南省長(zhǎng)沙市天心區(qū)新天社區(qū)的實(shí)際情況作為案例,對(duì)于在調(diào)查實(shí)踐中發(fā)現(xiàn)社區(qū)居家養(yǎng)老服務(wù)開展所存在的一些問題和不足,進(jìn)行深入地原因分析。第四部分針對(duì)總結(jié)出的問題和原因,借鑒日本有效經(jīng)驗(yàn)提出相關(guān)的對(duì)策,對(duì)于解決我國(guó)目前城市社區(qū)居家養(yǎng)老模式運(yùn)行中存在的問題具有一定的參考價(jià)值。
[Abstract]:The security of the elderly, the security of the world, pension is not only related to people's livelihood, but also an important part of the construction of a harmonious society. The aging of population is the inevitable trend of social development and progress in various countries. China's family planning policy accelerates the aging of the population and promotes the aging of the population to become a severe challenge to economic and social development under the condition that the country is not yet rich. In the face of the accelerated aging of the population, China needs a perfect pension system, especially the pension service system. What kind of pension model can effectively alleviate the aging problem of pension has become a practical problem that can not be ignored in front of us. On the basis of drawing lessons from the western community care theory, our country gradually began to promote the community home pension service in the city. Community is the best combination of family and society, so that the elderly can not only provide for the aged in a familiar environment, but also enjoy the services from the society, which is the development direction and trend of the elderly in our country in the future. However, due to the different economic development in the east, west and central regions, the level, level and influence of the community home pension model are also different. This paper takes small and medium-sized cities as the research object, in order to summarize the applicability of this model and provide quality services for more elderly people. The structure of the paper is divided into the following four parts. The first part expounds the background of this topic, the significance of the topic, and makes a comprehensive analysis of the research status at home and abroad, and puts forward the research ideas, methods, basic content and innovation of this paper. The second part defines the related concepts and connotations of the urban community home pension model, on the basis of which further elaborated. The third part takes the actual situation of Xintian community in Tianxin District of Changsha City, Hunan Province as an example, and makes an in-depth analysis of the reasons for finding some problems and shortcomings in the development of community home pension service in the investigation and practice. The fourth part puts forward the relevant countermeasures for drawing lessons from the effective experience of Japan in view of the summarized problems and causes, which has certain reference value for solving the problems existing in the operation of the urban community home pension model in our country at present.
