【摘要】：十八大報告誕生以來,學界引發(fā)了關(guān)于健全社會主義協(xié)商民主制度的研究熱潮,主要的研究對象是其途徑、意義等,缺乏對產(chǎn)生原因的系統(tǒng)研究,而成因研究卻是全面認識問題不可忽略的步驟,它有利于把握關(guān)鍵問題分清主次矛盾。文章在對中國特色社會主義協(xié)商民主制度的內(nèi)涵、形成歷史以及現(xiàn)狀分析的基礎(chǔ)上,進一步對健全社會主義協(xié)商民主制度的原因進行剖析,最后對如何健全協(xié)商民主制度做了初步思考。采用的方法為文獻研究法和交叉研究法。研究結(jié)果表明:中國的“協(xié)商民主”一詞源于對西方協(xié)商民主的釋譯,但中國的協(xié)商民主與西方的協(xié)商民主只是歷史的偶遇,他們是以不同的出發(fā)點和以不同的目的先后興起的,從根本上就是兩種不同的理論,其制度建設(shè)也將千差萬別,協(xié)商民主在中國有著合宜的發(fā)育土壤和先天優(yōu)勢;中國特色社會主義協(xié)商民主制度是對中國現(xiàn)有的各種“民主+協(xié)商”運行機制的總體概述,是原生的中國“果實”;中國的協(xié)商民主萌芽于新民主主義革命中的黨派合作與三三制政權(quán)建設(shè);改革開放以來中國的協(xié)商民主快速發(fā)展;中國經(jīng)濟文化的變革與發(fā)展需要健全中國特色社會主義協(xié)商民主制度;當前中國政治體制改革需要健全中國特色社會主義協(xié)商民主制度。中國共產(chǎn)黨執(zhí)政建設(shè)需要健全中國特色社會主義協(xié)商民主制度。進一步健全中國特色社會主義協(xié)商民主制度可從以下方面著手:充分發(fā)揮中國共產(chǎn)黨的領(lǐng)導作用;充分發(fā)揮各黨派組織的作用;立足現(xiàn)有平臺完善制度化建設(shè);創(chuàng)新協(xié)商民主理論豐富協(xié)商形式。結(jié)論:健全社會主義協(xié)商民主制度提出于中國特色社會主義發(fā)展的特殊歷史階段,肩負著推進中國政治體制改革和堅持中國特色社會主義道路的重要使命,是中國歷史發(fā)展的必然結(jié)果。健全中國特色社會主義協(xié)商民主制度需要更加充分發(fā)揮中國共產(chǎn)黨的領(lǐng)導和各黨派的協(xié)同作用,從而推動中國特色社會主義協(xié)商民主制度向著更高的程度發(fā)展。
[Abstract]:Since the birth of the report of the 18th National Congress of the Communist Party of China, the academic circles have triggered a research upsurge on perfecting the socialist consultative democratic system. The main research object is its way, significance, etc., and there is a lack of systematic research on the causes of the problems, but the study of the causes is a step that can not be ignored in a comprehensive understanding of the problems, which is conducive to grasping the key issues and sorting out the primary and secondary contradictions. Based on the analysis of the connotation, history and present situation of socialist consultative democracy system with Chinese characteristics, this paper further analyzes the reasons for perfecting the socialist consultative democratic system, and finally makes a preliminary reflection on how to perfect the consultative democratic system. The methods used are literature research method and cross research method. The results show that the word "consultative democracy" in China originates from the interpretation of consultative democracy in the West, but the consultative democracy in China and the West are only accidental encounters in history. They rise one after another with different starting points and different purposes, which are fundamentally two different theories, and their system construction will also be very different. Consultative democracy has suitable development soil and innate advantages in China. The socialist consultative democracy system with Chinese characteristics is an overall overview of the existing operating mechanisms of "democratic consultation" in China, and is the "fruit" of the original China. China's consultative democracy sprouted in the new democratic revolution, party cooperation and the construction of the three-three system regime; the rapid development of consultative democracy in China since the reform and opening up; the reform and development of China's economy and culture need to improve the socialist consultative democracy system with Chinese characteristics, and the reform and development of China's economy and culture need to improve the socialist consultative democracy system with Chinese characteristics. At present, the reform of China's political system needs to perfect the socialist consultative democracy system with Chinese characteristics. The ruling construction of the Communist Party of China needs to perfect the socialist consultative democracy system with Chinese characteristics. To further improve the socialist consultative democracy system with Chinese characteristics, we can start from the following aspects: giving full play to the leading role of the Communist Party of China; giving full play to the role of various party organizations; perfecting the institutionalized construction based on the existing platform; and innovating the theory of consultative democracy to enrich the form of consultation. Conclusion: perfecting the socialist consultative democracy system is put forward in the special historical stage of the development of socialism with Chinese characteristics, shouldering the important mission of promoting the reform of Chinese political system and adhering to the road of socialism with Chinese characteristics, which is the inevitable result of the development of Chinese history. To perfect the consultative democracy system of socialism with Chinese characteristics, it is necessary to give full play to the leadership of the Communist Party of China and the synergy of all parties, so as to promote the development of socialist consultative democracy system with Chinese characteristics to a higher extent.
