試論人民政協(xié)作為專門協(xié)商機構(gòu)的意蘊

【摘要】：本文認為,專門協(xié)商機構(gòu)這樣一個有關(guān)人民政協(xié)的新定位應(yīng)從三方面來解釋。從理論背景來看,專門協(xié)商機構(gòu)是人民政協(xié)適應(yīng)國家治理現(xiàn)代化要求的新定位,意味著人民政協(xié)協(xié)商民主功能的強化和廣闊的發(fā)展前景。從人民政協(xié)內(nèi)涵的歷史展開來看,專門協(xié)商機構(gòu)是人民政協(xié)團結(jié)和民主兩大主題內(nèi)在邏輯的歷史展現(xiàn)。人民政協(xié)統(tǒng)一戰(zhàn)線組織和專門協(xié)商機構(gòu)的雙重表達與其團結(jié)、民主兩大主題存在著明顯關(guān)聯(lián),統(tǒng)一戰(zhàn)線組織較多循著從團結(jié)到民主的邏輯;而專門協(xié)商機構(gòu)則更多循著從民主到團結(jié)的邏輯。從業(yè)已形成的協(xié)商民主體系來看,專門協(xié)商機構(gòu)是針對人民政協(xié)在協(xié)商民主體系中獨特地位的新概括。協(xié)商民主構(gòu)成相關(guān)主體履行職責(zé)的具體工作方式,還是構(gòu)成職責(zé)本身,是人民政協(xié)作為專門協(xié)商機構(gòu)與其他協(xié)商民主形式相區(qū)別的客觀依據(jù)。
[Abstract]:This paper holds that the new position of the special consultative body on the CPPCC should be explained from three aspects. From the theoretical background, the special consultative organization is a new position for the CPPCC to adapt to the requirements of the modernization of national governance, which means the strengthening of the democratic function of the CPPCC consultation and its broad prospects for development. From the historical development of the connotation of the CPPCC, the special consultation organization is the historical manifestation of the internal logic of the two major themes of unity and democracy of the CPPCC. The double expression of the United front organization and the special consultative organization of the CPPCC has obvious relation with its unity and democracy, and the United front organization follows the logic from unity to democracy. The specialized consultative bodies follow the logic from democracy to unity. From the point of view of the established consultative democracy system, the special consultative institution is a new summary of the unique position of the CPPCC in the consultative democracy system. It is the objective basis for the CPPCC, as a special consultative institution, to distinguish the CPPCC as a special consultative body from other democratic forms of consultation.
