【摘要】：自金正恩執(zhí)政以來,朝鮮根據(jù)復雜的國內外局勢的變化發(fā)展,比較自主地、靈活地選擇實行了能克服自身困難和僵局的政治體制。在指導思想上,確立金日成—金正日主義;在權力結構上,強化黨—國家機構體系;在黨軍關系上,強調黨對軍隊的絕對領導關系。這是目前朝鮮政治體制建構的內在邏輯和表現(xiàn)特征。今后,在指導思想上,朝鮮政治體制將繼續(xù)堅持主體思想的理論性創(chuàng)新和發(fā)展;在權力結構上,將進一步鞏固發(fā)展金正恩的唯一領導體系;在黨軍關系上,將強化黨對軍隊絕對領導下的向導與支承作用。現(xiàn)階段,國際社會要推進朝鮮政治體制改革的最佳方案和策略并非是封鎖和孤立,而是在國際合作過程中堅持外部世界的"多助",堅持對朝鮮實行"兩個有限"政策,做到使其能夠自己主導,并自主地、創(chuàng)造性地實施相應的體制改革。
[Abstract]:Since Kim Jong-un came to power, North Korea has adopted a political system that can overcome its own difficulties and gridlock in a more autonomous and flexible manner in the light of the changes and developments in complex domestic and foreign situations. In guiding ideology, Kim Il Sung-Kim Jong-il Doctrine was established; in power structure, the party-state organization system was strengthened; in the relation between the party and the army, the absolute leadership relationship of the party over the army was emphasized. This is the internal logic and characteristics of the current political system construction in North Korea. In the future, the Korean political system will continue to adhere to the theoretical innovation and development of the subject ideology, and the power structure will further consolidate and develop Kim Jong-un 's sole leadership system. In the relations between the Party and the armed forces, it will strengthen the guiding and supporting role of the Party under its absolute leadership over the army. At this stage, the best plan and strategy for the international community to promote the reform of the DPRK's political system is not to block and isolate, but to persist in "more assistance" from the outside world in the process of international cooperation and to implement the "two limited" policies towards the DPRK. To enable them to lead, and independently, creative implementation of the corresponding system reform.
