【摘要】：外部大國(guó)之間的互動(dòng)塑造著東南亞地區(qū)秩序,影響該地區(qū)中小國(guó)家的戰(zhàn)略選擇。與大國(guó)對(duì)立強(qiáng)化或削弱東南亞國(guó)家作用的傳統(tǒng)觀點(diǎn)不同,作者認(rèn)為,大國(guó)間安全競(jìng)爭(zhēng)對(duì)東南亞國(guó)家對(duì)外戰(zhàn)略的影響會(huì)在"有利"和"不利"之間相互轉(zhuǎn)化。戰(zhàn)略空間是這一影響機(jī)制中的核心要素。大國(guó)競(jìng)爭(zhēng)的加劇對(duì)戰(zhàn)略空間大小的影響不僅是逐步實(shí)現(xiàn)的,而且會(huì)產(chǎn)生差異化的結(jié)果。當(dāng)大國(guó)在特定地區(qū)和議題上進(jìn)入包容性競(jìng)爭(zhēng)時(shí),相關(guān)東南亞國(guó)家的戰(zhàn)略空間將變得充裕,大國(guó)平衡戰(zhàn)略更有可能成為它們的選擇。而包容性競(jìng)爭(zhēng)加劇后,大國(guó)在原有議題上的競(jìng)爭(zhēng)更加激烈,同時(shí)競(jìng)爭(zhēng)覆蓋比以往更大的地理范圍和更多的議題領(lǐng)域。與原有議題相關(guān)或處在核心地區(qū)的國(guó)家的戰(zhàn)略空間將被擠壓。而包容性競(jìng)爭(zhēng)拓展到的新地區(qū)和議題將使之前未參與大國(guó)競(jìng)爭(zhēng)的國(guó)家開(kāi)始成為被爭(zhēng)取的對(duì)象,擁有比從前更大的戰(zhàn)略空間。一旦大國(guó)競(jìng)爭(zhēng)向全面對(duì)抗或戰(zhàn)爭(zhēng)過(guò)渡,多數(shù)東南亞國(guó)家的戰(zhàn)略空間將被顯著壓縮,"選邊站"的壓力將會(huì)大幅增加。
[Abstract]:The interaction between the outside powers shapes the order of Southeast Asia and influences the strategic choice of the small and medium-sized countries in the region. Different from the traditional view that the role of Southeast Asian countries is strengthened or weakened by the opposition of the great powers, the author holds that the influence of the security competition among the great powers on the foreign strategy of the Southeast Asian countries will be transformed between "favorable" and "unfavorable". Strategic space is the core element of this influence mechanism. The influence of the aggravation of the big country competition on the strategic space is not only realized gradually, but also produces the result of differentiation. When big countries enter inclusive competition in specific regions and issues, the strategic space of relevant Southeast Asian countries will become abundant, and the strategy of great power balance is more likely to be their choice. However, with the intensification of inclusive competition, the competition between big countries on the original issues is more intense, and the competition covers more geographical areas and more topic areas than ever before. The strategic space of countries related to the original issues or located in the core region will be squeezed. And the new areas and issues of inclusive competition will make the countries that have not participated in the big power competition to be the target of competition and have more strategic space than before. Once the big powers compete towards full-scale confrontation or war, the strategic space of most Southeast Asian countries will be significantly reduced, and the pressure of "side selection" will increase significantly.
