【摘要】：城鎮(zhèn)化進程的加速和人口遷移的常態(tài)化,使得大量外來人口涌入城市,這些外來人口在為城市發(fā)展做出貢獻的同時也帶來了一系列的問題,面對日益膨脹的城市人口,以往傳統(tǒng)的社區(qū)管理模式已經(jīng)很難應對越發(fā)突顯的城市管理問題。網(wǎng)格化管理是城市社區(qū)管理的一種新型模式,至2005年武漢市被建設部確定為全國首批10個數(shù)字化城市管理的試點城市原來,武漢就一直致力于社區(qū)網(wǎng)格化管理模式的建設與探索,在不斷摸索的過程中,總結了一套適合自身的經(jīng)驗做法,并且取得了一些成效。本文以武漢市的社區(qū)網(wǎng)格化管理作為研究對象,通過對武漢市社區(qū)網(wǎng)格化管理的發(fā)展背景及現(xiàn)狀進行分析,得出武漢的社區(qū)網(wǎng)格化管理存在社區(qū)居民參與度低,信息資源共享不夠、數(shù)據(jù)庫建設滯后,便民服務能力不強,專業(yè)管理人才缺乏等主要問題。在對這些問題進行深入研究的基礎上,通過借鑒服務型政府概念、運用多元中心治理理論,在社區(qū)氛圍內(nèi),多元的參與主體運用公共權力,通過平等的溝通、協(xié)商、談判、合作方式,自發(fā)地組織起來采取集體行動,解決共同問題,實現(xiàn)社區(qū)利益的最大化。借助全國各智慧社區(qū)的實施經(jīng)驗,社區(qū)管理模式不斷得到創(chuàng)新。通過對國內(nèi)外先進理論成果和成功實踐經(jīng)驗的借鑒,來解決武漢網(wǎng)格化管理中存在的問題,提高社區(qū)網(wǎng)格化管理的服務水平。
[Abstract]:With the acceleration of urbanization and the normalization of population migration, a large number of foreign population has poured into the city, which has contributed to the development of the city and brought a series of problems, facing the ever-expanding urban population. The traditional community management model has been difficult to cope with the increasingly prominent urban management problems. Grid management is a new mode of urban community management. In 2005, Wuhan was designated by the Ministry of Construction as the first 10 pilot cities for digital urban management in China. Wuhan has been committed to the construction and exploration of community grid management model, in the process of continuous exploration, summed up a set of experience and practices suitable for their own, and achieved some results. This paper takes the community grid management in Wuhan as the research object, through the analysis of the development background and present situation of the community grid management in Wuhan, it is concluded that the community grid management in Wuhan has low participation degree of community residents. The information resources are not shared enough, the database construction lags behind, the convenience service ability is not strong, the specialized management talented person lacks and so on. On the basis of in-depth research on these issues, through drawing lessons from the concept of service-oriented government, using the theory of multi-center governance, in the community atmosphere, multiple participants use public power, through equal communication, consultation, negotiation, Cooperation, spontaneous organization to take collective action to solve common problems, to maximize the interests of the community. With the experience of all the intelligent communities in China, the community management model has been innovated. Based on the advanced theoretical achievements and successful practical experiences at home and abroad, the problems existing in the grid management in Wuhan are solved and the service level of the grid management in the community is improved.
