合肥市社區(qū)居家養(yǎng)老的智慧化探索

【摘要】：人口老齡化已成為我國經(jīng)濟社會發(fā)展的重要問題。伴隨經(jīng)濟社會發(fā)展,傳統(tǒng)養(yǎng)老服務(wù)模式將難以滿足日益擴大的養(yǎng)老服務(wù)需求。合肥市作為中部較早步入老齡型人口的城市之一,其老齡化水平已接近全國一線城市,廣大老年人對社區(qū)居家養(yǎng)老服務(wù)的生活照料和醫(yī)療護(hù)理需求不斷增長。然而,當(dāng)下合肥市養(yǎng)老服務(wù)行業(yè),仍主要依靠傳統(tǒng)人工方式運營管理,服務(wù)效率和質(zhì)量尚有待改進(jìn),養(yǎng)老服務(wù)產(chǎn)業(yè)供給總體呈現(xiàn)不足�，F(xiàn)階段,為老服務(wù)人員短缺,伴隨年輕勞動力人口比例下降,人力資源成本上升,進(jìn)一步加劇養(yǎng)老服務(wù)供給不足。智能養(yǎng)老運用物聯(lián)網(wǎng)、可穿戴設(shè)備和遠(yuǎn)程醫(yī)療等技術(shù)能夠為老年人養(yǎng)老提供“人力做不好、人力做不到和人力不愿做”的服務(wù),能夠以較低成本實現(xiàn)更高品質(zhì)的養(yǎng)老服務(wù)。因此,對合肥市社區(qū)居家養(yǎng)老服務(wù)的智慧化探索不僅能緩解傳統(tǒng)養(yǎng)老模式的種種困境,還具有一定的現(xiàn)實推廣作用。研究首先從國家層面和合肥層面對論文選題背景進(jìn)行闡述,再結(jié)合已有文獻(xiàn)對國內(nèi)外智能養(yǎng)老現(xiàn)狀進(jìn)行回顧,并對相關(guān)理論基礎(chǔ)和概念做出歸納總結(jié)。然后分別從老年人病譜、養(yǎng)老供需和資源分散等角度對智能養(yǎng)老的必要性進(jìn)行解讀。在此基礎(chǔ)上,再依次從技術(shù)、政策和經(jīng)濟領(lǐng)域分析智能養(yǎng)老發(fā)展的可行性。接著對合肥市養(yǎng)老服務(wù)智能化現(xiàn)狀進(jìn)行介紹,分別闡述社區(qū)居家養(yǎng)老服務(wù)信息平臺模式和區(qū)域協(xié)同醫(yī)養(yǎng)一體化養(yǎng)老服務(wù)模式的運行機制與優(yōu)勢。最后基于問卷調(diào)查分析智能化養(yǎng)老服務(wù)的問題,并提出相關(guān)對策與建議。文章通過研究得出合肥市社區(qū)居家養(yǎng)老服務(wù)的智慧化探索存在如下問題:第一,政策支持程度低,頂層設(shè)計有待完善,養(yǎng)老相關(guān)部門存在信息交流壁壘;第二,養(yǎng)老服務(wù)市場化程度低與定位模糊并存;第三,養(yǎng)老服務(wù)行業(yè)競爭無序,缺乏權(quán)威部門監(jiān)管;第四,養(yǎng)老智能化程度較低,專業(yè)復(fù)合型人才缺乏;第五,問卷調(diào)查結(jié)果顯示,老年人對智能養(yǎng)老認(rèn)識度不夠,購買服務(wù)的消費理念尚未形成。為使社區(qū)居家養(yǎng)老服務(wù)智慧化發(fā)展步入正軌,文章提出如下對策:第一,強化政府引導(dǎo),完善智能化養(yǎng)老服務(wù)體系和政策制定;第二,促進(jìn)智能養(yǎng)老服務(wù)市場競爭,優(yōu)化智能養(yǎng)老商業(yè)盈利和運營模式;第三,推動行業(yè)標(biāo)準(zhǔn)規(guī)范制定和領(lǐng)域融合,完善智能養(yǎng)老服務(wù)運行格局;第四,深化技術(shù)改革與人才培養(yǎng),保障智能養(yǎng)老可持續(xù)發(fā)展;第五,開展老年人宣傳教育,轉(zhuǎn)變老年人服務(wù)消費觀念。養(yǎng)老服務(wù)智能化是未來養(yǎng)老產(chǎn)業(yè)的發(fā)展方向和趨勢,是順應(yīng)“互聯(lián)網(wǎng)+”思維的發(fā)展成果。伴隨社會化大分工和人力資本提升,大力發(fā)展智能養(yǎng)老產(chǎn)業(yè),攸關(guān)全國老年人晚年福祉,是成功應(yīng)對人口老年化問題的有效方式,更是實現(xiàn)我國經(jīng)濟可持續(xù)發(fā)展的必由之路。
[Abstract]:Population aging has become an important issue in the economic and social development of our country. With the economic and social development, the traditional old-age service model will be difficult to meet the increasing demand for pension services. Hefei is one of the cities in the middle of China that has entered the aging population earlier. The aging level of Hefei is close to that of the first-tier cities in China. The needs of the elderly for the care of life and medical care for the community home old-age service are increasing. However, at present, the old-age service industry in Hefei still mainly depends on the traditional manual operation and management, the service efficiency and quality still need to be improved, and the overall supply of pension service industry is insufficient. At present, the shortage of service staff for the elderly, with the decline of the proportion of young labor force, the rising cost of human resources, further exacerbates the shortage of old-age service supply. Using the Internet of things, wearable devices and telemedicine, the intelligent old-age pension can provide the elderly with the services of "bad manpower, unable manpower and unwilling to do", and can achieve higher quality pension services at lower cost. Therefore, the intelligent exploration of the community home pension service in Hefei can not only alleviate the difficulties of the traditional pension model, but also play a practical role in popularizing it. Firstly, the background of this paper is expounded from the national level and Hefei level, and then the current situation of intelligent pension at home and abroad is reviewed, and the related theoretical basis and concepts are summarized. Then it explains the necessity of intelligent pension from the aspects of disease spectrum, supply and demand of the aged and the dispersion of resources. On this basis, the feasibility of intelligent pension development is analyzed in the fields of technology, policy and economy. Secondly, the paper introduces the current situation of intelligent pension service in Hefei, and expounds the operation mechanism and advantages of the information platform model of community home pension service and the mode of regional cooperative medical and maintenance integrated pension service respectively. Finally, based on questionnaire survey, the paper analyzes the problems of intelligent pension service, and puts forward relevant countermeasures and suggestions. Through the research, this paper draws the following problems: first, the policy support level is low, the top level design needs to be improved, and there are information exchange barriers in the related departments; Second, the low degree of marketization of old-age service and fuzzy positioning coexist; third, the pension service industry competition disorder, lack of authority department supervision; fourth, low degree of intelligence pension, lack of professional complex talent; Fifth, the results of the questionnaire survey show that the elderly do not know enough about intelligent old-age care, and the consumption concept of purchasing services has not yet been formed. In order to make the development of the community home pension service on the right track, the article puts forward the following countermeasures: first, strengthen the guidance of the government, improve the intelligent pension service system and policy formulation; Second, promote the market competition of intelligent old-age service, optimize the business profit and operation mode of intelligent old-age care; third, promote the establishment of industry standard and integration of field, perfect the operation pattern of intelligent pension service; Fourth, we should deepen technological reform and personnel training to ensure the sustainable development of intelligent old-age support; fifthly, we should carry out propaganda and education for the elderly and change their concept of service and consumption. The intelligent service for the aged is the development direction and trend of the future pension industry, and the development result of conforming to the thinking of "Internet". Along with the socialized division of labor and the promotion of human capital, it is an effective way to successfully deal with the problem of population aging and the only way to realize the sustainable economic development of our country to vigorously develop the intelligent old-age industry, which is of vital importance to the old people's well-being in the old age of the whole country.
