【摘要】：通過(guò)一個(gè)公共權(quán)力中心的同一供給模式提供公共產(chǎn)品的歐洲主義路徑并不適用于東亞地區(qū)合作。東亞地區(qū)安全領(lǐng)域集中于領(lǐng)土(島嶼)主權(quán)爭(zhēng)端問(wèn)題而產(chǎn)生的對(duì)內(nèi)生性安全矛盾進(jìn)行管控的公共產(chǎn)品需求特點(diǎn),使其在邏輯上更需要大國(guó)供給的"次佳表現(xiàn)"供給模式;經(jīng)濟(jì)方面集中于貿(mào)易和金融領(lǐng)域而產(chǎn)生的外生性經(jīng)濟(jì)危機(jī)應(yīng)對(duì)的需要,使各國(guó)更容易參與到聯(lián)合供給的加權(quán)模式中。當(dāng)然,為實(shí)現(xiàn)這兩種理想供給模式,東亞地區(qū)還需要解決三個(gè)核心問(wèn)題:一是區(qū)域性公共產(chǎn)品與"俱樂(lè)部產(chǎn)品"之間的關(guān)系;二是市場(chǎng)依賴從域外轉(zhuǎn)向域內(nèi);三是區(qū)域性公共產(chǎn)品供給與國(guó)家吸收能力的不對(duì)稱性。
[Abstract]:The Europeanist approach of providing public goods through the same supply model of a public power center does not apply to East Asian cooperation. East Asia security field concentrates on the territorial (island) sovereignty dispute, resulting in the management of endogenous security contradictions of public goods demand characteristics, making it more logically need the "second best performance" of the supply model of large countries; The external economic crisis arising from the economic focus on trade and finance makes it easier for countries to participate in the weighted model of joint supply. Of course, in order to realize these two ideal supply modes, three core problems need to be solved in East Asia: first, the relationship between regional public goods and "club products"; Third, the asymmetry between the supply of regional public goods and the absorptive capacity of the country.
