中國(guó)共產(chǎn)黨落實(shí)統(tǒng)戰(zhàn)政策述論（1977-1987）

【摘要】：把最廣大群眾團(tuán)結(jié)在中國(guó)共產(chǎn)黨周圍,結(jié)成最廣泛的統(tǒng)一戰(zhàn)線,是戰(zhàn)勝一切困難,贏得社會(huì)主義現(xiàn)代化建設(shè)事業(yè)偉大勝利的強(qiáng)大源泉與可靠保障,是我們黨在政治上的巨大優(yōu)勢(shì)�！八娜藥汀北环鬯楹�,黨在各個(gè)領(lǐng)域的撥亂反正也逐步展開(kāi),隨著實(shí)事求是思想路線的重新確立,恢復(fù)、落實(shí)統(tǒng)戰(zhàn)政策成為實(shí)施改革開(kāi)放、推進(jìn)現(xiàn)代化建設(shè)的緊迫而重要的工作。落實(shí)統(tǒng)戰(zhàn)政策之所以有其特有的緊迫性和重要性是因?yàn)?它是全面撥亂反正的關(guān)鍵環(huán)節(jié),是恢復(fù)和發(fā)展新時(shí)期統(tǒng)一戰(zhàn)線的首要條件,是國(guó)家工作重心轉(zhuǎn)移的迫切需要。只有改正錯(cuò)誤,才能重聚人心,調(diào)動(dòng)一切積極因素,發(fā)揮全體中華兒女的聰明才智,開(kāi)創(chuàng)社會(huì)主義現(xiàn)代化建設(shè)新局面。落實(shí)統(tǒng)戰(zhàn)政策的過(guò)程大致經(jīng)歷了三個(gè)階段。1977年到十一屆三中全會(huì)召開(kāi)前是艱難的起步階段,這一時(shí)期黨逐漸調(diào)整了工作重心,開(kāi)始重新重視統(tǒng)戰(zhàn)工作,著手各項(xiàng)政策的落實(shí)。雖然受“兩個(gè)凡是”思想影響,落實(shí)政策工作舉步維艱,但因其“四兩撥千金”的作用,在鄧小平、胡耀邦等黨中央領(lǐng)導(dǎo)人的大力推動(dòng)下該項(xiàng)工作還是向前發(fā)展的。十一屆三中全會(huì)后至1982年是取得突破性進(jìn)展的階段。十一屆三中全會(huì)的召開(kāi)實(shí)現(xiàn)了黨在政治、思想、組織上的撥亂反正,拉開(kāi)了改革開(kāi)放的大幕,落實(shí)統(tǒng)戰(zhàn)政策隨之加速。一系列調(diào)整社會(huì)關(guān)系的文件相繼頒布。僑務(wù)、民族、宗教等政策也伴隨著統(tǒng)一戰(zhàn)線的拓展和改革開(kāi)放的加速在一步步地落實(shí)與完善。1983至1987年是攻堅(jiān)、掃尾階段,也可以說(shuō)是“查缺補(bǔ)漏”階段。雖然前一時(shí)期在落實(shí)政策方面取得了顯著的成績(jī),但是“左”傾錯(cuò)誤思想仍在阻礙著工作的進(jìn)展,各地政策落實(shí)情況很不平衡。針對(duì)這一情況,統(tǒng)戰(zhàn)部門協(xié)同政協(xié)等其他部門對(duì)各地政策落實(shí)情況進(jìn)行了多次大規(guī)模的檢查,督促解決“老大難”問(wèn)題,爭(zhēng)取政策落實(shí)不留尾巴。按照習(xí)仲勛在1984年落實(shí)政策工作會(huì)議上的要求,1987年即黨的十三大召開(kāi)之前,應(yīng)該基本完成落實(shí)政策工作。政策和策略是黨的生命。堅(jiān)持實(shí)事求是、落實(shí)黨的政策,不僅有利于安定團(tuán)結(jié),有利于四化建設(shè),實(shí)現(xiàn)國(guó)家統(tǒng)一,而且關(guān)系到黨的建設(shè)和黨的生命�；謴�(fù)和發(fā)展統(tǒng)一戰(zhàn)線,切實(shí)落實(shí)統(tǒng)戰(zhàn)政策不僅加強(qiáng)和鞏固了中國(guó)共產(chǎn)黨的執(zhí)政基礎(chǔ),還為改革開(kāi)放和現(xiàn)代化建設(shè)提供智力支持和人才保障,吸引了大量海外投資。同時(shí),與港澳臺(tái)胞、海外僑胞聯(lián)系的密切,對(duì)實(shí)現(xiàn)祖國(guó)統(tǒng)一大業(yè)具有積極影響。
[Abstract]:To unite the broadest masses around the Communist Party of China and form the broadest United front is a powerful source and a reliable guarantee for overcoming all difficulties and winning a great victory in the cause of socialist modernization. With the re-establishment and restoration of the ideological line of seeking truth from facts, the implementation of the United front policy became the implementation of reform and opening up. Urgent and important work to promote modernization. The reason why the United front policy has its special urgency and importance is that it is the key link to completely correct the disorder, the first condition for the restoration and development of the United front in the new period, and the urgent need for the shift of the national work center of gravity. Only by correcting mistakes can we reunite people, mobilize all positive factors, bring into full play the wisdom and intelligence of all the Chinese people, and create a new situation in the socialist modernization drive. From 1977 to the third Plenary session of the 11th Central Committee, the Party gradually adjusted the focus of its work, began to pay more attention to the United front work, and began to carry out the policies. Although it is difficult to carry out the policy work under the influence of the "two general" ideology, but because of its role of "four or two thousands of dollars," the work has been pushed forward by the leaders of the party Central Committee, such as Deng Xiaoping, Hu Yaobang, and so on. After the third Plenary session of the Eleventh Central Committee to 1982 is the stage of breakthrough progress. The convening of the third Plenary session of the 11th CPC Central Committee realized the rectification of the party's political, ideological and organizational disorder, opened the curtain of reform and opening up, and accelerated the implementation of the United front policy. A series of documents regulating social relations were promulgated one after another. With the expansion of the United front and the acceleration of reform and opening up, the policies of overseas Chinese affairs, nationality and religion have been implemented and perfected step by step. Although remarkable achievements have been made in the implementation of policies in the previous period, the "left" and wrong ideas are still hindering the progress of work, and the implementation of policies in various regions is very uneven. In view of this situation, the United front work department, in coordination with other departments of the CPPCC and other departments, has carried out a number of large-scale checks on the implementation of policies in various localities, urging the solution of the "old and difficult" problem, and striving for the policy implementation to be carried out without leaving a tail behind. According to the request of Xi Zhongxun at the working Conference on implementing Policy in 1984, the policy implementation should be basically completed before the Congress of the Thirteenth National Congress of the Communist Party of China (CPC) was held in 1987. Policies and strategies are the life of the Party. Persisting in seeking truth from facts and carrying out the party's policy are not only conducive to stability and unity, but also conducive to the building of the four modernizations and the realization of national reunification, and are related to the party building and the party's life.
