我國(guó)城市社區(qū)居家養(yǎng)老服務(wù)體系建設(shè)及運(yùn)營(yíng)模式研究

【摘要】：近年來(lái),隨著醫(yī)療科學(xué)技術(shù)的不斷進(jìn)步,人民健康水平也大幅提高,致使我國(guó)人口老齡化進(jìn)程迅速加劇,政府對(duì)養(yǎng)老問(wèn)題也越來(lái)越重視。我國(guó)的傳統(tǒng)養(yǎng)老文化深厚而久遠(yuǎn),家庭養(yǎng)老觀念在國(guó)人心中的地位根深蒂固,成為我國(guó)社會(huì)代代相傳的主要養(yǎng)老模式。然而,我國(guó)經(jīng)濟(jì)社會(huì)的快速變遷,也引起了家庭結(jié)構(gòu)的深刻變化,每個(gè)家庭傳統(tǒng)的養(yǎng)老功能逐漸削弱,家庭結(jié)構(gòu)逐步呈現(xiàn)出小型化趨勢(shì)。此外,社會(huì)機(jī)構(gòu)養(yǎng)老存在著投入成本大,消費(fèi)水平過(guò)高,養(yǎng)老服務(wù)設(shè)施不足,以及缺少經(jīng)驗(yàn)豐富和高水平的人才等問(wèn)題。在此情況下,探索適應(yīng)國(guó)情的新型養(yǎng)老方式是非常必要的社會(huì)實(shí)務(wù)問(wèn)題。本文以社區(qū)為依托將家庭作為載體,分析養(yǎng)老服務(wù)體系的發(fā)展,對(duì)我國(guó)城市社區(qū)居家養(yǎng)老服務(wù)體系建設(shè)具有現(xiàn)實(shí)意義。文章首先簡(jiǎn)要介紹了我國(guó)目前城市社區(qū)居家養(yǎng)老服務(wù)體系建設(shè)研究及運(yùn)營(yíng)模式的現(xiàn)狀及重要意義,對(duì)所涉及到的有關(guān)概念進(jìn)行了具體的界定,對(duì)國(guó)內(nèi)和國(guó)外相關(guān)的問(wèn)題進(jìn)行了文獻(xiàn)的調(diào)查研究,并進(jìn)行了詳細(xì)的歸納介紹。同時(shí),對(duì)這一問(wèn)題的研究方法和思路以及基本架構(gòu)筆者都進(jìn)行了相關(guān)說(shuō)明；其次,文章對(duì)我國(guó)養(yǎng)老服務(wù)體系的理論基礎(chǔ)進(jìn)行了分析闡述,接著重點(diǎn)研究了我國(guó)城市社區(qū)的養(yǎng)老體系相關(guān)建設(shè),并對(duì)其運(yùn)營(yíng)的模型進(jìn)行背景和意義的闡述。再次,通過(guò)對(duì)當(dāng)前我國(guó)城市中居民養(yǎng)老服務(wù)體系建設(shè)現(xiàn)實(shí)狀況以及居家養(yǎng)老服務(wù)的經(jīng)典模式狀況進(jìn)行具體分析研究,分析所存在的主要問(wèn)題及其產(chǎn)生的原因,在借鑒國(guó)外城市社區(qū)探索的居家養(yǎng)老服務(wù)體系建設(shè)方面的經(jīng)驗(yàn)和做法的基礎(chǔ)上,初步提出了如何進(jìn)一步改進(jìn)我國(guó)城市社區(qū)居家養(yǎng)老服務(wù)體系建設(shè),進(jìn)而構(gòu)建更加適合我國(guó)國(guó)情的居家養(yǎng)老服務(wù)運(yùn)營(yíng)模式的建議和對(duì)策。
[Abstract]:In recent years, with the continuous progress of medical science and technology, the level of people's health has been greatly improved, resulting in the rapid aging process of the population in China, and the government has paid more and more attention to the problem of the aged. The traditional old-age culture of our country is deep and old, and the concept of family old-age support is deeply rooted in the hearts of Chinese people, and it has become the main mode of providing for the aged from generation to generation in our society. However, the rapid changes of economy and society in our country have also caused profound changes in the family structure. The traditional old-age function of each family is gradually weakened, and the family structure gradually shows a trend of miniaturization. In addition, there are some problems such as high input cost, high consumption level, inadequate pension service facilities and lack of experienced and high-level talents. In this case, it is a very necessary social practical problem to explore a new way to support the aged. This paper takes the family as the carrier and analyzes the development of the old-age service system based on the community, which is of practical significance to the construction of the old-age service system in the urban community of our country. Firstly, this paper briefly introduces the present situation and significance of the research and operation model of the urban community home pension service system in China, and defines the related concepts in detail. The domestic and foreign related issues are investigated and introduced in detail. At the same time, the research methods and ideas of this issue and the basic structure of the author have carried on the related explanation; Secondly, the article analyzes the theoretical basis of the old-age service system in China, and then focuses on the related construction of the pension system in urban communities in China, and expounds the background and significance of its operation model. Thirdly, through the concrete analysis and research on the actual situation of the construction of the resident old-age service system and the classical mode of the home old-age service in our country, the paper analyzes the main problems and the causes of the problems. On the basis of learning from the experience and practice in the construction of home pension service system explored by foreign urban communities, this paper puts forward how to further improve the construction of home pension service system in urban communities of our country. And then construct more suitable for our national conditions of home pension service operation mode suggestions and countermeasures.
