【摘要】：蒙古國(guó)自1924年建國(guó)至今,在對(duì)外安全戰(zhàn)略上先后選擇了"一邊倒"外交政策的結(jié)盟戰(zhàn)略,"多支點(diǎn)"外交政策的平衡戰(zhàn)略以及成為"永久中立國(guó)"的中立戰(zhàn)略。相比建國(guó)初期選擇的"一邊倒"外交政策的結(jié)盟戰(zhàn)略,民主改革時(shí)期選擇的"多支點(diǎn)"外交政策的平衡戰(zhàn)略更具有優(yōu)越性,它不僅使蒙古國(guó)從完全依賴于某一國(guó)家的困境中解脫出來,而且還使蒙古國(guó)的國(guó)內(nèi)經(jīng)濟(jì)、政治以及軍事實(shí)力得到大幅度提升。由于毗鄰大國(guó)和域外大國(guó)關(guān)系緊張導(dǎo)致蒙古國(guó)威脅感知上升,從而在2015年調(diào)整其對(duì)外安全戰(zhàn)略、選擇中立戰(zhàn)略成為永久中立國(guó)。其主要目的是在不得罪兩個(gè)鄰國(guó)的基礎(chǔ)上,最大限度地保留與"第三鄰國(guó)"的關(guān)系,以有效的永久中立國(guó)身份獲得他國(guó)對(duì)其安全上的保障。
[Abstract]:Since the founding of Mongolia in 1924, it has chosen the strategy of "one-sided" foreign policy alliance, the "multi-fulcrum" foreign policy balance strategy and the "permanent neutral country" strategy in foreign security strategy. Compared with the "one-sided" foreign policy alliance strategy chosen in the early years of the founding of the people's Republic of China, the "multi-fulcrum" foreign policy balance strategy chosen during the period of democratic reform has more advantages. It not only extricates Mongolia from the predicament of relying entirely on a certain country, but also enhances its domestic economic, political and military strength by a large margin. Due to the tension between neighboring powers and foreign powers, Mongolia's perception of threat is rising, so it adjusts its foreign security strategy in 2015 and chooses the neutral strategy to become a permanent neutral country. On the basis of not offending two neighboring countries, its main purpose is to preserve the relationship with the "third neighbor" to the maximum extent, and to secure the security of the other country as an effective permanent neutral state.
