當(dāng)代中國政治視角的會議文化研究

【摘要】：政治視角的會議文化既是一種文化現(xiàn)象,也是一種政治現(xiàn)象。在全球化背景下,不同國家、不同地區(qū)之間的競爭與合作日益頻繁,政治會議日漸成為其交流合作、達(dá)成共識的主要載體,也成為其解決矛盾、化解糾紛的重要手段。目前,我國正處于經(jīng)濟轉(zhuǎn)軌和社會轉(zhuǎn)型的過渡期,作為后發(fā)型的現(xiàn)代化國家,必須站在更高的角度來考察建國以來會議文化的發(fā)展歷程。研究當(dāng)代中國政治視角的會議文化是時代發(fā)展的趨勢,是建設(shè)社會主義政治文明的題中之義,也是社會發(fā)展的必然要求。當(dāng)代中國政治視角的會議文化是指新中國成立以來以人民代表大會、黨的代表大會和人民政治協(xié)商會議為研究載體,圍繞會議的制度形式和工作方式展開,凝結(jié)會議理念、會議內(nèi)容、會議目的以及會議績效的文化現(xiàn)象。本文試圖以執(zhí)政理念與實踐為邏輯起點、以執(zhí)政者與參政者為邏輯基項、以當(dāng)代中國主要的政治會議為邏輯中項、以政治參與與政治民主化為結(jié)果范疇、以個人與國家為邏輯終點,從一個新的角度來解讀當(dāng)代中國政治文化生態(tài)。通過對當(dāng)代中國會議文化發(fā)展脈絡(luò)的把握和梳理,加以概括后我們發(fā)現(xiàn),當(dāng)代中國政治視角的會議文化呈現(xiàn)理論性與實踐性相統(tǒng)一,民主性與集中性相統(tǒng)一,平等性與競爭性相統(tǒng)一,穩(wěn)定性與創(chuàng)造性相統(tǒng)一的基本特征;具有政治導(dǎo)向功能、信息溝通功能、宣傳動員功能和檢查監(jiān)督功能。同時,會議文化中還存在諸多現(xiàn)實問題,諸如文山會海、耗時費力,形式主義、落實不力,因循守舊、形式單一等問題,這些現(xiàn)象直接導(dǎo)致黨政干部人在“會”途,不僅造成了人力資源的巨大浪費,也使許多實際工作難以推進(jìn)落實。政治會議在我國政治生活中發(fā)揮著重要作用,對于常規(guī)性的政治會議,我國以法律形式確定了其召開的程序;非常規(guī)定性的政治會議,在長期的實踐中積累了豐富的經(jīng)驗。合法、高效的政治會議要遵循法定程序原則、民主集中原則、高效節(jié)約原則和責(zé)任追究原則。遵循會議過程中的基本規(guī)律,堅持執(zhí)政理念與政治實踐相統(tǒng)一,堅持代表素質(zhì)與政治發(fā)展相統(tǒng)一,堅持協(xié)調(diào)和控制各種因素使之同向發(fā)揮作用。針對當(dāng)前的“會多多”現(xiàn)象,開會要充分調(diào)研、科學(xué)謀劃,做好會議之備;主題明確、實事求是,抓住會議之要;形成共識、認(rèn)真落實,提高會議之效。
[Abstract]:The conference culture from the political perspective is not only a cultural phenomenon, but also a political phenomenon. Under the background of globalization, the competition and cooperation between different countries and regions are becoming more and more frequent, and political meetings are becoming the main carrier of their exchange and cooperation, reaching consensus, as well as the important means of resolving contradictions and disputes. At present, China is in the transitional period of economic transition and social transformation. As a post-hairstyle modern country, it is necessary to examine the development of conference culture from a higher angle since the founding of the people's Republic of China. The study of the conference culture from the perspective of contemporary Chinese politics is the trend of the development of the times, the meaning of the construction of socialist political civilization, and the inevitable requirement of social development. The conference culture from the perspective of contemporary Chinese politics means that since the founding of New China, the people's Congress, the Party's Congress and the people's political Consultative Conference have been used as research carriers, which revolved around the institutional form and working methods of the conference and condensed the concept of the conference. Cultural phenomena of meeting content, meeting purpose and meeting performance. This paper attempts to take the ruling concept and practice as the logical starting point, the rulers and the participants in politics as the logical basis, the main political conferences in contemporary China as the logical items, and the political participation and democratization as the result category. Taking the individual and the country as the logical end point, this paper interprets the contemporary Chinese political and cultural ecology from a new angle. Through grasping and combing the developing context of contemporary Chinese conference culture, we find that the conference culture of contemporary Chinese political perspective presents the unity of theory and practice, democracy and centralization. The basic characteristics of equality and competition, stability and creativity; It has the functions of political guidance, information communication, propaganda and mobilization, and inspection and supervision. At the same time, there are still many practical problems in the conference culture, such as the following problems, such as meeting with the masses of people, time-consuming and laborious, formalism, poor implementation, conventionality, single form, etc. These phenomena directly lead to the party and government cadres and people on the road of "meeting". Not only caused the huge waste of human resources, but also made a lot of practical work difficult to carry out. The political conference plays an important role in the political life of our country. For the regular political meeting, our country determines its procedure in the form of law, and the unconventional political meeting has accumulated rich experience in the long practice. Legal and efficient political meetings should follow the principles of legal procedure, democratic centralization, efficiency and economy, and accountability. In accordance with the basic law in the course of the meeting, we should adhere to the unity of the governing concept and political practice, the unity of the representative quality and the political development, and the coordination and control of various factors so that they can play a role in the same direction. In view of the current phenomenon of "more meetings," the meetings should be fully investigated, scientifically planned, and prepared for meetings; they should have a clear theme, seek truth from facts, and grasp the needs of the meeting; form a consensus, conscientiously implement it, and improve its effectiveness.
