【摘要】：領(lǐng)導(dǎo)批示是當代中國日常政治生活和國家治理進程中普遍存在的現(xiàn)象。它是推動政治體系運行的潤滑劑。領(lǐng)導(dǎo)批示源自領(lǐng)導(dǎo)個體的職位職權(quán)行為,推動體系有序運行。從個體權(quán)力與體系運行視角分析領(lǐng)導(dǎo)批示生成機制、運行機制;以此為基礎(chǔ)研究領(lǐng)導(dǎo)批示與政治體系回應(yīng)性、創(chuàng)新經(jīng)驗傳播與擴散、重大政策與戰(zhàn)略制定之間的關(guān)系。領(lǐng)導(dǎo)批示有著深厚歷史傳統(tǒng)以及吸納了當代政治體系信息傳播技術(shù),成為中國政治體系運行的重要特征。進一步有效發(fā)揮領(lǐng)導(dǎo)批示的效用還需要對批示過程本身進行規(guī)范化公開化,邁向透明公開的決策過程。對個體權(quán)力與體系運行之間的關(guān)聯(lián)機制研究還需要深入推進。
[Abstract]:Leadership instruction is a common phenomenon in the process of daily political life and national governance in contemporary China. It is the lubricant that drives the political system. The leadership instruction originates from the leadership individual's position authority behavior, promotes the system to run in an orderly manner. From the perspective of individual power and system operation, this paper analyzes the generation mechanism and operation mechanism of leadership instruction, and studies the relationship between leadership instruction and political system responsiveness, innovation experience dissemination and diffusion, major policy and strategic formulation. The leadership instruction has profound historical tradition and absorbs the modern political system information dissemination technology, becomes the important characteristic of the Chinese political system operation. It is also necessary to standardize the process itself and move towards a transparent and open decision-making process to give full play to the effectiveness of leadership instructions. The research on the correlation mechanism between individual power and system operation needs to be further promoted.
