政府購買居家養(yǎng)老服務中第三方評估存在的問題及對策研究

【摘要】：西方國家在20世紀六十年代,為了減輕財政負擔,提高公共服務的供給質量和供給效率,西方國家通過與社會組織合作的方式,采用政府購買的方式,想公眾提供公共服務和公共產(chǎn)品。我國政府在借鑒西方國家有益經(jīng)驗的基礎上,采用政府購買居家養(yǎng)老的方式,使老年人可以在自己居住的家庭或小區(qū)里,享受到優(yōu)質、便捷、高效的養(yǎng)老服務。為了達成這一目的,就必須對政府購買居家養(yǎng)老服務的過程、效果等進行有效地評估。因此,政府通過引入第三方評估,來提高評估結果的準確性和可信度。在現(xiàn)有的評估中,政府是評估主體,與公共服務供給對象之間存在著相關利益關系,而第三方評估是指隸屬于政府和居家養(yǎng)老服務供給對象之外的社會組織對政府購買行為的過程和結果,依照科學、可行的標準進行評價。政府購買居家養(yǎng)老服務中的第三方評估符合提高國家治理能力現(xiàn)代化的要求。政府購買居家養(yǎng)老服務中的第三方評估不僅可以有效解決當前政府購買居家養(yǎng)老服務評估中的許多問題,例如,評估手段單一、只注重事后評估、評估方法不專業(yè)等,還能促使政府彌補自身評估的短板,推動社會組織的發(fā)展。當然,在實踐過程中,政府購買居家養(yǎng)老服務中的第三方評估也存在著許多問題,所以,對政府購買居家養(yǎng)老服務中第三方評估存在的問題及解決對策進行研究是非常有必要且有意義的。論文采用了文獻研究法、規(guī)范研究等研究方法,按照“提出問題—分析問題—解決問題”的思路展開,將政府購買居家養(yǎng)老服務中的第三方評估作為研究對象,首先對政府購買居家養(yǎng)老服務中第三方評估的基本理論作了基本闡述,包括它的定義、內容、階段等,然后探討了當前我國政府購買居家養(yǎng)老服務中第三方評估的問題,接著對出現(xiàn)的問題進行了較深入的原因分析,最后,提出完善政府購買居家養(yǎng)老服務中第三方評估的對策。
[Abstract]:In the 1960s, in order to lighten the financial burden and improve the quality and efficiency of the supply of public services, Western countries adopted the method of government purchase through cooperation with social organizations. Want the public to provide public services and public goods. On the basis of the beneficial experience of the western countries, our government adopts the way of government to buy the aged at home, so that the elderly can enjoy the high-quality, convenient and efficient old-age service in the family or community where they live. In order to achieve this goal, it is necessary to evaluate the process and effect of government purchase of home care services. Therefore, the government improves the accuracy and credibility of the results by introducing third-party evaluations. In the existing evaluation, the government is the main body of evaluation, and there is a related interest relationship between the government and the public service providers. The third party evaluation refers to the process and result of the government purchase behavior by the social organizations which belong to the government and the supply object of the family pension service according to the scientific and feasible criteria. The third-party evaluation of the government's purchase of home-based pension services meets the requirements of modernizing the country's governance capacity. The third party evaluation of government purchase of home pension service can not only effectively solve many problems in the evaluation of current government purchase of home care service, for example, the evaluation method is single, only pays attention to the post evaluation, and the evaluation method is not professional, and so on. It can also encourage the government to make up for the shortcomings of its own assessment and promote the development of social organizations. Of course, in the process of practice, there are also many problems in the third-party evaluation of the government's purchase of home pension services, so, It is very necessary and meaningful to study the problems and solutions of the third party evaluation in the government purchase of home care services. This paper adopts the literature research method, normative research and other research methods, according to the idea of "posing problem-analysis problem-solving", taking the third party evaluation in the government purchase of the family pension service as the research object. First of all, the basic theory of the third party evaluation in the government purchase of home pension service is expounded, including its definition, content, stage and so on. Then it discusses the problem of the third party evaluation in the government purchase of the home pension service in our country at present. Then, the causes of the problems are analyzed deeply, and finally, the third party evaluation measures are put forward to improve the government's purchase of home care services.
