【摘要】：在充分理解"殘疾人非正規(guī)就業(yè)"概念的基礎(chǔ)上,通過(guò)考察相關(guān)數(shù)據(jù)發(fā)現(xiàn)我國(guó)殘疾人非正規(guī)就業(yè)陷入了支持困囿。必須將發(fā)展型社會(huì)政策引入這一領(lǐng)域,建構(gòu)"三元并進(jìn)+三維共助+三社聯(lián)動(dòng)"的支持模式:政府完善頂層設(shè)計(jì)以提供制度保障,既要完善法律法規(guī),也要改進(jìn)治理手段,更要瞄準(zhǔn)人力資本及就業(yè)創(chuàng)業(yè)計(jì)劃,提高政府投資精準(zhǔn)度;市場(chǎng)推進(jìn)機(jī)制創(chuàng)新以提供發(fā)展保障,既要推進(jìn)協(xié)同機(jī)制創(chuàng)新,實(shí)現(xiàn)非正規(guī)部門(mén)與正規(guī)部門(mén)合作雙贏,也要推進(jìn)支持機(jī)制創(chuàng)新,對(duì)殘疾人自主創(chuàng)業(yè)實(shí)行定向精準(zhǔn)支持,更要推進(jìn)培育機(jī)制創(chuàng)新,充分依托市場(chǎng)拓展非正規(guī)就業(yè);社會(huì)實(shí)現(xiàn)聯(lián)動(dòng)協(xié)同以提供專業(yè)保障,既要營(yíng)造良好社會(huì)氛圍,也要有效利用社區(qū)資源,更要充分發(fā)揮社會(huì)組織與社工人員的專業(yè)優(yōu)勢(shì)。
[Abstract]:On the basis of fully understanding the concept of "informal employment of the disabled", it is found that the informal employment of the disabled in our country is trapped in support by investigating the relevant data. We must introduce development-oriented social policy into this field, and construct a support model of "three elements, three dimensions, three dimensional assistance and three societies": the government should perfect the top-level design to provide system protection, not only to perfect laws and regulations, but also to improve the means of governance. We should also aim at human capital and employment entrepreneurship programs to improve the accuracy of government investment; The market promotes the innovation of the mechanism to provide the guarantee for development. It is necessary to promote the innovation of the cooperative mechanism, to realize the win-win cooperation between the informal sector and the formal sector, and to promote the innovation of the supporting mechanism, and to implement targeted and precise support for the independent entrepreneurship of the disabled. Moreover, we should promote the innovation of cultivation mechanism and fully rely on the market to expand informal employment; It is necessary to create a good social atmosphere, make effective use of community resources and give full play to the professional advantages of social organizations and social workers.
