【摘要】：國(guó)家社保局與民政部為解決長(zhǎng)期失能老人的基本生活照料和醫(yī)療護(hù)理問題,相繼發(fā)布文件和指示,提出建設(shè)長(zhǎng)期護(hù)理保險(xiǎn)和長(zhǎng)期照護(hù)保障體系。長(zhǎng)期護(hù)理保險(xiǎn)的核心是解決失能人員長(zhǎng)期護(hù)理的資金保障,建立以社會(huì)互助共濟(jì)方式籌集資金的機(jī)制;而長(zhǎng)期照護(hù)保障體系則是在融資機(jī)制基礎(chǔ)上,探索全面建成以居家為基礎(chǔ)、社區(qū)為依托、機(jī)構(gòu)為補(bǔ)充、醫(yī)養(yǎng)結(jié)合的多層次養(yǎng)老服務(wù)體系。青島市的長(zhǎng)期醫(yī)療護(hù)理保險(xiǎn)無疑是長(zhǎng)期護(hù)理保險(xiǎn)和長(zhǎng)期照護(hù)保障體系建設(shè)的"開拓者"。它把住院醫(yī)療費(fèi)用轉(zhuǎn)移為長(zhǎng)期醫(yī)療護(hù)理保險(xiǎn),并整合醫(yī)療和社會(huì)資源,建設(shè)科學(xué)的長(zhǎng)期醫(yī)療護(hù)理服務(wù)體系,為后繼試點(diǎn)城市提供了可借鑒參考的經(jīng)驗(yàn)和做法。
[Abstract]:The State Social Security Bureau and the Ministry of Civil Affairs have issued documents and instructions to solve the problems of basic life care and medical care for the chronically disabled elderly and put forward the construction of long-term care insurance and long-term care security system. The core of long-term care insurance is to solve the long-term care of disabled persons to ensure the funds, and to establish a mechanism to raise funds by means of social mutual aid; The long-term care and security system is based on the financing mechanism to explore the comprehensive establishment of a multi-level pension service system based on the home community as the supplement and the combination of medical care and support. Qingdao's long-term medical insurance is undoubtedly a pioneer in the construction of long-term care insurance and long-term care security system. It transfers hospitalization medical expenses to long-term medical care insurance, integrates medical treatment and social resources, builds scientific long-term medical and nursing service system, and provides reference experience and practice for subsequent pilot cities.
