【摘要】：發(fā)展中國(guó)特色社會(huì)主義民主政治,是我國(guó)政治文明建設(shè)的直接目標(biāo),也是我國(guó)政治體制改革的必然要求。毋庸置疑,發(fā)展和完善中國(guó)特色社會(huì)主義民主政治要付出艱辛的努力,既要避免西方政體模式的影響,又要探索符合中國(guó)國(guó)情的民主政治實(shí)現(xiàn)形式。這對(duì)深受2000多年的封建政治統(tǒng)治思維影響,民主政治建設(shè)還存在明顯不足的中國(guó)來(lái)說(shuō),是一種很大的挑戰(zhàn),需要通過(guò)一番長(zhǎng)時(shí)間的艱苦奮斗方可實(shí)現(xiàn)。論文以新時(shí)期推進(jìn)我國(guó)民主政治建設(shè)的主要難點(diǎn)研究為中心,回顧了新中國(guó)成立以來(lái)民主政治建設(shè)的成功經(jīng)驗(yàn),總結(jié)了其中所經(jīng)歷的挫折和失敗的教訓(xùn),并著重闡述了新時(shí)期中國(guó)民主政治建設(shè)的成就和不足。雖然我國(guó)民主政治建設(shè)在基本政治制度、依法治國(guó)、黨的執(zhí)政能力建設(shè)方面不斷取得進(jìn)展,但仍然面臨著許多問題,其主要表現(xiàn)為公共權(quán)力運(yùn)行缺乏有效的規(guī)范和監(jiān)督、公民有序政治參與仍有待進(jìn)一步完善、社會(huì)民主協(xié)商的發(fā)展還存在一定差距。新時(shí)期推進(jìn)我國(guó)民主政治建設(shè)存在的五個(gè)難點(diǎn),其一是難以有效提高廣大群眾的民主政治素養(yǎng),其二是難以建成富有民主政治素質(zhì)的干部隊(duì)伍,其三是難以健全公權(quán)力運(yùn)行的規(guī)范與監(jiān)督機(jī)制,其四是難以發(fā)揮社會(huì)組織在民主建設(shè)中的作用,其五是難以消除西方民主政治觀念的滲透影響。新時(shí)期破解民主政治建設(shè)難點(diǎn)的制約因素,首先是中國(guó)傳統(tǒng)政治文化的制約；其次是黨內(nèi)民主發(fā)展?fàn)顩r的制約；再次是社會(huì)干群民主意識(shí)的制約；第四是社會(huì)經(jīng)濟(jì)發(fā)展水平的制約；最后是國(guó)際政治文化環(huán)境的制約。新時(shí)期破解我國(guó)民主政治建設(shè)難點(diǎn)的基本思路,一要夯實(shí)民主政治建設(shè)的物質(zhì)經(jīng)濟(jì)基礎(chǔ),二要增強(qiáng)全體干部群眾的民主政治意識(shí),三要健全公共權(quán)力運(yùn)行的民主監(jiān)督制度,四要拓展人民民主政治的具體實(shí)現(xiàn)形式。論文在結(jié)語(yǔ)中認(rèn)為建設(shè)有中國(guó)特色的民主政治制度,事關(guān)國(guó)家的前途命運(yùn),這項(xiàng)任務(wù)任重道遠(yuǎn),必須堅(jiān)持循序漸進(jìn)的原則,以現(xiàn)實(shí)國(guó)情為依據(jù),走中國(guó)特色的民主政治發(fā)展道路。
[Abstract]:The development of socialist democratic politics with Chinese characteristics is the direct goal of the construction of political civilization in China and the inevitable requirement of the reform of our political system. There is no doubt that developing and perfecting socialist democratic politics with Chinese characteristics requires arduous efforts. It is necessary to avoid the influence of the western system of government and to explore the realization form of democratic politics in accordance with China's national conditions. This is a great challenge to China, which is deeply influenced by the thinking of feudal political domination for more than 2000 years, and the construction of democratic politics is still obviously deficient, and it needs a long period of hard work to be realized. Focusing on the main difficulties in promoting the construction of democratic politics in the new period, this paper reviews the successful experiences of the construction of democratic politics since the founding of the people's Republic of China, and summarizes the setbacks and failures experienced by them. The achievements and shortcomings of China's democratic political construction in the new period are emphatically expounded. Although the construction of democratic politics in China has made continuous progress in the basic political system, governing the country according to law, and building the Party's ruling capacity, it still faces many problems, which are mainly manifested in the lack of effective norms and supervision over the operation of public power. Civil orderly political participation still needs to be further improved, and there is still a certain gap in the development of social democratic consultation. There are five difficulties in promoting the construction of democratic politics in our country in the new period. One is that it is difficult to effectively improve the democratic political literacy of the broad masses, and the other is that it is difficult to build a contingent of cadres with democratic political qualities. The third is that it is difficult to perfect the regulation and supervision mechanism of public power operation, the fourth is difficult to give play to the role of social organizations in the construction of democracy, and the fifth is that it is difficult to eliminate the infiltrating influence of western democratic political ideas. In the new period, the constraints to solve the difficulties in the construction of democratic politics are, first, the constraints of Chinese traditional political culture, secondly, the constraints of the development of democracy within the Party, the third, the restriction of the democratic consciousness of the social cadres and the masses; The fourth is the restriction of the level of social and economic development, and the last is the restriction of the international political and cultural environment. In the new period, the basic ideas for solving the difficulties in the construction of democratic politics in our country are: first, to consolidate the material and economic basis of the construction of democratic politics; second, to strengthen the democratic political consciousness of all cadres and masses; and third, to improve the democratic supervision system for the operation of public power. Fourth, it is necessary to expand the concrete forms of realization of people's democratic politics. In the conclusion, the paper holds that the construction of a democratic political system with Chinese characteristics has a bearing on the future and destiny of the country, and that this task must be carried out with a long way to go, and must be based on the principle of gradual and orderly progress and on the basis of the actual national conditions. Take the path of democratic political development with Chinese characteristics.
