【摘要】：人民代表大會制度是我國的根本政治制度。人民代表大會既是我國的立法機關,同時也是權力機關,作為其組成人員的人大代表是由人民選舉產生的,代表人民來行使國家權力。法律賦予人大代表的重要職責和義務之一就是要聯(lián)系群眾。現(xiàn)階段我國的基層人大代表素質在不斷提高,但離人民的期望和法律的要求還有較大的差距。在人民群眾政治參與熱情不斷增強和政治訴求不斷增多的今天,探討和完善基層人大代表聯(lián)系人民群眾的工作十分重要�；鶎尤舜蟠硎怯芍苯舆x舉產生的縣級以及鄉(xiāng)鎮(zhèn)人大代表,是廣大人民群眾的利益代表者、權利維護者。為了推進人大代表聯(lián)系群眾工作,一些地方人大通過展掛公示板、建立人大代表工作站、開展述職評議等形式,督促和激勵人大代表聽取群眾對本級國家機關工作的建議和意見,向群眾匯報自己工作,踐行著人大代表為群眾盡責履職的光榮使命。但是,由于基層人大代表的隊伍建設亟待加強、選舉的民主程度不高、履職保障機制不健全和代表監(jiān)督機制不完善等原因,當前基層人大代表聯(lián)系群眾工作還存在著代表角色意識薄弱、履職平臺較少、代表聯(lián)系群眾的效果不顯著等問題。由此,在當前完善人大代表聯(lián)系群眾問題的途徑十分必要。主要從強化代表的責任意識和加強公民文化建設來增強代表角色意識,加強代表理論學習機制和提高代表履職培訓實效來增強代表意識,通過加強平臺建設和履職保障來加大保障力度,建立代表不作為追究制度和代表履職公開化來完善監(jiān)督機制四個方面提出了完善基層人大代表聯(lián)系群眾問題的有效舉措。
[Abstract]:The people's Congress system is the fundamental political system of our country. The people's Congress is not only the legislative organ of our country, but also the power organ. The deputies to the people's Congress, who are members of the people's Congress, are elected by the people and exercise the state power on behalf of the people. One of the important duties and obligations of deputies to the people's Congress by law is to contact the masses. At present, the quality of the people's congresses at the grassroots level in our country is constantly improving, but there is still a big gap between the expectations of the people and the requirements of the law. At a time when the people's political participation enthusiasm is constantly increasing and the political demands are increasing, it is very important to discuss and perfect the work of connecting the people's congresses with the people's congresses at the grassroots level. The deputies to the grassroots people's Congress are directly elected deputies to the people's congresses at the county level and villages and towns, representing the interests of the broad masses of the people and defenders of their rights. In order to promote the people's Congress deputies to work with the masses, some local people's congresses set up workstations for deputies to the National people's Congress through display and display of public notice boards, and carried out evaluation of their duties. The NPC deputies are urged and encouraged to listen to the masses' suggestions and opinions on the work of state organs at the corresponding level, report their work to the masses, and carry out the glorious mission of deputies to the people's Congress to fulfill their duties and responsibilities for the masses. However, due to the urgent need to strengthen the building of the contingent of deputies to the basic people's Congress, the low degree of democracy in elections, the imperfection of the guarantee mechanism for performing their duties and the imperfect mechanism for supervision of deputies, and so on, At present, there are still some problems, such as weak sense of representative role, less platform for carrying out duties, and less effect of representative contact with the masses. Thus, it is very necessary to perfect the way for the NPC deputies to contact the masses. Mainly from strengthening the responsibility consciousness of the representative and strengthening the citizen culture construction to enhance the representative role consciousness, strengthen the representative theory study mechanism and improve the actual effect of the training of the representative to enhance the representative consciousness. Through strengthening the platform construction and ensuring the performance of duties to strengthen the guarantee, the establishment of the system of accountability of deputies not to act and the publicity of the deputies to carry out their duties to improve the supervision mechanism, this paper puts forward effective measures to improve the grass-roots people's congresses' contact with the masses.
