【摘要】：隨著社會(huì)體制改革的不斷深入,城市社區(qū)作為基層社會(huì)管理的核心,成為健全與完善基層社會(huì)服務(wù)體系和管理機(jī)制的重要渠道。隨著治理理論的引入,現(xiàn)代城市社區(qū)由單一主體的單位制、街居制向多元主體的社區(qū)制轉(zhuǎn)化,但是多元主體的利益在博弈中取得平衡需要完善的治理機(jī)制做保障。隨著唐山市城市管理體制改革實(shí)踐活動(dòng)的開展,城市管理擺脫了“統(tǒng)治”的慣性,尤其表現(xiàn)在由街道—單位制向街道—社區(qū)制的轉(zhuǎn)型,從管理形式上,實(shí)現(xiàn)了由過去行政命令式的管理結(jié)構(gòu)向強(qiáng)調(diào)合作、共享、參與的治理結(jié)構(gòu)轉(zhuǎn)變。唐山市社區(qū)發(fā)展初具治理雛形,社區(qū)治理機(jī)制處于初步形成階段,存在很多問題,通過對(duì)問題的成因進(jìn)行分析,提出一些完善社區(qū)治理機(jī)制的建議,無疑對(duì)推動(dòng)社會(huì)基層服務(wù)體系與管理機(jī)制的改革與創(chuàng)新具有重要的理論意義和實(shí)踐價(jià)值。論文首先闡述了治理理論、公民社會(huì)理論、多中心理論,為唐山市社區(qū)治理機(jī)制的研究奠定了理論基礎(chǔ),并通過對(duì)國內(nèi)外典型的社區(qū)治理模式分析與介紹,為唐山市社區(qū)治理機(jī)制的完善提供了借鑒意義。其次,介紹了唐山市概況及社區(qū)發(fā)展歷程并及其社區(qū)治理主體,通過調(diào)查問卷和深入訪談的方法對(duì)社區(qū)進(jìn)行走訪調(diào)查,發(fā)現(xiàn)唐山市現(xiàn)行社區(qū)治理機(jī)制存在的問題:社區(qū)行政化嚴(yán)重、治理主體間沖突不斷、社區(qū)居民參與程度不高、非營利組織發(fā)育程度低以及社區(qū)工作者隊(duì)伍薄弱等。并從四個(gè)方面對(duì)唐山市社區(qū)治理機(jī)制問題的成因進(jìn)行剖析可得:組織結(jié)構(gòu)混亂、社區(qū)參與機(jī)制不完善、保障機(jī)制與激勵(lì)機(jī)制的不健全。最后,提出完善社區(qū)治理機(jī)制的對(duì)策,通過對(duì)社區(qū)治理主體進(jìn)行合理定位并建立四輪驅(qū)動(dòng)—并駕齊驅(qū)的組織框架優(yōu)化社區(qū)治理組織結(jié)構(gòu),加強(qiáng)對(duì)非營利組織與公民社會(huì)的培育,建立科學(xué)的保障與激勵(lì)機(jī)制,確保社區(qū)建設(shè)人力、物力及財(cái)力的充足。
[Abstract]:With the deepening of social system reform, urban community, as the core of grass-roots social management, has become an important channel to perfect and perfect social service system and management mechanism. With the introduction of governance theory, the modern urban community is transformed from the unit system of single subject to the community system of multiple subjects, but the balance of interests of multiple subjects in the game needs to be guaranteed by a perfect governance mechanism. With the development of the practice of urban management system reform in Tangshan City, urban management has got rid of the inertia of "rule", especially in the transformation from street-unit system to street-community system. It realizes the transformation from the administrative imperative management structure to the governance structure which emphasizes cooperation, sharing and participation. The community development in Tangshan City has the embryonic form of governance, and the mechanism of community governance is at the initial stage of formation. There are many problems. Through the analysis of the causes of the problems, some suggestions on how to perfect the community governance mechanism are put forward. Undoubtedly, it has important theoretical significance and practical value to promote the reform and innovation of social grass-roots service system and management mechanism. Firstly, this paper expounds governance theory, civil society theory and multi-center theory, which lays a theoretical foundation for the study of community governance mechanism in Tangshan City, and analyzes and introduces the typical community governance model at home and abroad. Tangshan community governance mechanism for the improvement of reference significance. Secondly, it introduces the general situation and the course of community development and the main body of community governance in Tangshan City. It is found that the existing community governance mechanism in Tangshan City has some problems, such as serious community administration, continuous conflicts between governance subjects, low participation of community residents, low level of development of non-profit organizations and weak team of community workers, etc. The causes of the community governance mechanism in Tangshan are analyzed from four aspects: the disordered organization structure, the imperfect community participation mechanism, and the imperfect guarantee mechanism and incentive mechanism. Finally, the paper puts forward the countermeasures to perfect the community governance mechanism, and optimizes the community governance organization structure through the rational positioning of the community governance subject and the establishment of the four-wheel driving-parallel organizational framework, and strengthens the cultivation of the non-profit organizations and the civil society. Establish a scientific guarantee and incentive mechanism to ensure the adequacy of human, material and financial resources for community construction.
