【摘要】：在選民登記管理中,現(xiàn)有的管理方案雖然可以結(jié)合我國(guó)實(shí)際國(guó)情,對(duì)選民進(jìn)行實(shí)際的管理,但人工管理的方式,存在著低效、管理混亂等缺點(diǎn),這會(huì)導(dǎo)致選民在選區(qū)之間移動(dòng)時(shí)不能及時(shí)跟進(jìn),管理層權(quán)限不明確等問(wèn)題的存在。為提高曲靖市選民登記管理的高效有序性,以及維護(hù)各層級(jí)管理員應(yīng)有的權(quán)限,需要在管理權(quán)限明確和選民轉(zhuǎn)移及時(shí)登記上加大力度,建成一個(gè)高效有序的選民登記管理系統(tǒng),使得曲靖市選民登記管理能夠高效有序,各層級(jí)權(quán)限明確,選舉工作能夠公平公正的進(jìn)行。通過(guò)對(duì)曲靖市選民登記管理系統(tǒng)進(jìn)行分析,在需求分析、業(yè)務(wù)流程分析和功能分析的基礎(chǔ)上對(duì)系統(tǒng)進(jìn)行設(shè)計(jì),在系統(tǒng)架構(gòu)上,設(shè)計(jì)了采用J2EE框架的系統(tǒng),并把系統(tǒng)分成一個(gè)四層結(jié)構(gòu),包括展現(xiàn)層、控制層、業(yè)務(wù)邏輯層和數(shù)據(jù)層,通過(guò)DAO調(diào)用數(shù)據(jù)層,以對(duì)請(qǐng)求的數(shù)據(jù)進(jìn)行處理。在系統(tǒng)的數(shù)據(jù)庫(kù)上,使用SQL SERVER 2012,這種設(shè)計(jì)可以快速實(shí)現(xiàn)數(shù)據(jù)的擴(kuò)展,在數(shù)據(jù)庫(kù)連接上,采用JDBC技術(shù)。曲靖市選民登記管理系統(tǒng)分為四個(gè)功能,分別是選舉組織管理、選區(qū)管理、選民信息管理和選民信息查詢與統(tǒng)計(jì)。其中,選舉組織管理由管理員指定和組織管理兩個(gè)功能組成；選區(qū)管理由選區(qū)調(diào)整、選區(qū)管理、審核及編號(hào)、小組管理四個(gè)功能組成；選民信息管理由資格審查、選民劃入(出)選區(qū)、選民分組、選民轉(zhuǎn)移和登記管理五個(gè)功能組成；選民信息查詢與統(tǒng)計(jì)由統(tǒng)計(jì)分析、選民信息查詢、本區(qū)戶籍查詢以及選民轉(zhuǎn)移情況查詢四個(gè)功能組成。曲靖市選民登記管理系統(tǒng)的建立,將會(huì)解決現(xiàn)存選民登記管理中存在的各種問(wèn)題,解決曲靖市選民登記混亂的狀況,提高公民在人大代表?yè)Q屆選舉中的作用,讓公民能切實(shí)發(fā)揮其具有的選舉權(quán)。
[Abstract]:In the management of voter registration, although the existing management schemes can be combined with the actual conditions of our country to carry out the actual management of voters, but the way of manual management has some shortcomings, such as low efficiency, confusion in management, and so on. This can result in voters moving between constituencies without timely follow-up, unclear management authority and other problems. In order to improve the efficiency and order of the voter registration management in Qujing City and to maintain the due authority of the administrators at all levels, it is necessary to strengthen the determination of the management authority and the timely registration of the voter transfer, so as to build an efficient and orderly voter registration management system. Qujing voter registration management can be efficient and orderly, each level of authority is clear, the election work can be fair and fair. Based on the analysis of Qujing voter registration management system, the system is designed on the basis of demand analysis, business process analysis and function analysis. On the basis of the system architecture, the system using J2EE framework is designed. The system is divided into four layers, including presentation layer, control layer, business logic layer and data layer. The data layer is called by DAO to process the requested data. In the database of the system, using SQL SERVER 2012, this design can quickly realize the expansion of data. In the connection of database, JDBC technology is adopted. Qujing voter registration management system is divided into four functions: election organization management, constituency management, voter information management and voter information query and statistics. Among them, the election organization management is composed of two functions: the administrator designates and the organization management; the constituency management is composed of four functions: constituency adjustment, constituency management, audit and numbering, and group management; and the voter information management is subject to the qualification examination. Voters are divided into (out) electoral district, voter grouping, voter transfer and registration management; voter information query and statistics are composed of four functions: statistical analysis, voter information query, household registration inquiry and voter transfer inquiry. The establishment of the voter registration management system in Qujing City will solve various problems existing in the management of voter registration, resolve the chaotic situation of voter registration in Qujing City, and enhance the role of citizens in the election of deputies to the people's Congress. To enable citizens to exercise their right to vote.
