【摘要】：孫中山是中國三個站在歷史前列的偉人之一,是偉大的先行者。孫中山在推進中國革命事業(yè)和探索革命后中國建設(shè)時,提出了一系列旨在促進廉政建設(shè)的想法和主張,將這一部分進行理論概括和思維總結(jié)后形成的廉政思想是孫中山政治思想中最為精華的部分。孫中山廉政思想既對中國傳統(tǒng)政治制度進行合理的揚棄又吸取當(dāng)時西方較為先進的治國理念,研究和探討孫中山廉政思想,既是對中國傳統(tǒng)廉政文化的傳承,又可以為當(dāng)今廉政建設(shè)提供一些借鑒作用。孫中山及其革命事業(yè)推進了古老中國的近代化進程,在這一過程中產(chǎn)生的廉政思想既有符合世界潮流的先進性,又有中西合璧的獨創(chuàng)性。黨風(fēng)廉政建設(shè)和反腐敗斗爭早已成為我黨著重抓的重大政治任務(wù),在此背景下探究歷史上的孫中山廉政思想,具有較大的現(xiàn)實意義。廉政思想作為孫中山政治思想中最重要的組成部分,集中體現(xiàn)了孫中山對于建設(shè)一個高效、廉潔的政黨和政府的迫切希望。孫中山廉政思想中的先進成分可以為當(dāng)今廉政建設(shè)提供借鑒。無可否認(rèn)的是,孫中山廉政思想也存在著局限性,我們應(yīng)當(dāng)看到其中的不足之處,并引以為鑒,吸取教訓(xùn)。全文分為四部分:第一部分為緒論,主要論述了本文的選題背景、選題目的及意義,對相關(guān)核心概念進行合理界定,分析國內(nèi)外研究現(xiàn)狀,并指出創(chuàng)新點和不足之處。第二部分為孫中山廉政思想的形成條件,本文認(rèn)為孫中山廉政思想深受中國傳統(tǒng)廉政思想文化和近代西方廉政思想文化的雙重影響,同時又與孫中山獨特的人生經(jīng)歷有著重要的聯(lián)系。第三部分主要論述孫中山廉政思想的基本內(nèi)容及實踐,本文認(rèn)為孫中山廉政思想中有天下為公,官為民仆的核心價值;以賢授官,唯才是舉的基本原則;權(quán)能分治,民主監(jiān)察的制約機制等基本內(nèi)容,在當(dāng)時產(chǎn)生了較大的歷史作用。孫中山還通過實際行動踐行其廉政思想,身體力行,治國治黨都始終堅持以公為先,通過五權(quán)憲法,實現(xiàn)對公權(quán)力的監(jiān)督制約。第四部分指出孫中山廉政思想的歷史作用和歷史局限性,探索孫中山廉政思想的當(dāng)代價值,在借鑒孫中山廉政思想價值的同時,還應(yīng)吸取其教訓(xùn),以期為當(dāng)代中國的廉政建設(shè)提供可資借鑒。
[Abstract]:Sun Zhongshan is one of the three great men in the history of China and a great forerunner. In advancing the cause of China's revolution and exploring the construction of China after the revolution, Sun Zhongshan put forward a series of ideas and opinions aimed at promoting the building of a clean government. This part is the best part of Sun Zhongshan's political thought, which is formed by summarizing the theory and thinking. Sun Zhongshan's idea of clean government is not only the reasonable sublation of Chinese traditional political system, but also the assimilation of the more advanced ideas of governing the country in the West at that time. It is not only the inheritance of Chinese traditional clean government culture, but also the study and discussion of the thought of Sun Zhongshan clean government. It can also provide some reference for the construction of clean government today. Sun Zhongshan and its revolutionary cause promoted the modernization process of ancient China. The thought of clean government produced in this process not only accords with the advanced nature of the world trend, but also has the originality of the combination of Chinese and western. The construction of a clean and honest party and the struggle against corruption have long been a major political task of our party. Under this background, it is of great practical significance to probe into the historical thought of Sun Zhongshan clean government. As the most important part of Sun Zhongshan's political thought, the idea of clean government embodies the urgent hope of Sun Zhongshan to build an efficient and clean political party and government. The advanced elements of Sun Zhongshan's clean government thought can provide reference for the construction of clean government today. Undeniably, Sun Zhongshan's idea of clean government also has its limitations, and we should learn from it and learn from it. The paper is divided into four parts: the first part is the introduction, which mainly discusses the background, purpose and significance of this paper, defines the relevant core concepts reasonably, analyzes the current research situation at home and abroad, and points out the innovation points and deficiencies. The second part is the forming condition of Sun Zhongshan's clean government thought. The author thinks that Sun Zhongshan's clean government thought is deeply influenced by Chinese traditional clean government thought culture and modern western clean government thought culture. At the same time, there is an important connection with Sun Zhongshan's unique life experience. The third part mainly discusses the basic content and practice of Sun Zhongshan's clean government thought. This paper holds that there is a world in Sun Zhongshan's clean government thought which is common to people, and the core value of the government is the servant of the people; At that time, the basic content of the restriction mechanism of democratic supervision had a great historical effect. Sun Zhongshan also carries out his honest and honest thought through practical actions, and manages the party with the principle of "public first" and "five powers constitution" to realize the supervision and restriction of public power. The fourth part points out the historical function and historical limitation of Sun Zhongshan's clean government thought, explores the contemporary value of Sun Zhongshan's clean government thought, while drawing lessons from Sun Zhongshan's clean government thought, In order to provide reference for the construction of clean government in contemporary China.
