協(xié)商民主視野下維穩(wěn)長效機(jī)制的構(gòu)建

【摘要】:維持社會(huì)政治穩(wěn)定是任何社會(huì)發(fā)展的價(jià)值追求,是不論早期發(fā)達(dá)國家還是如今的后發(fā)展型國家都必須予以廣泛關(guān)注的根本性問題。新時(shí)期以來我國在不斷深化改革過程中尤其要處理好改革、發(fā)展與穩(wěn)定的關(guān)系,于是,維穩(wěn)一詞順理成章的出現(xiàn)在我國特有語境之中,它似乎已經(jīng)成了作為主體的政府應(yīng)對甚至是壓制被視為客體的民眾進(jìn)行政治參與、利益表達(dá)的代名詞,這必然導(dǎo)致維穩(wěn)的悖論。為了適應(yīng)我國日益復(fù)雜多變社會(huì)政治情勢,能夠更加合理、規(guī)范、有效的處理利益矛盾沖突,鞏固我們黨和政府的執(zhí)政合法性基礎(chǔ),維護(hù)安定有序的社會(huì)政治總體局面,必須轉(zhuǎn)變維穩(wěn)思維方式和工作方法,構(gòu)建維穩(wěn)長效機(jī)制。協(xié)商民主為化解我國維穩(wěn)困境提供了新的思路,作為治理的協(xié)商民主與維持社會(huì)政治穩(wěn)定具有內(nèi)在一致性,因此協(xié)商民主是構(gòu)建維穩(wěn)長效機(jī)制的新思維。在倫理層面,溝通商談倫理內(nèi)蘊(yùn)與我國倫理道德傳統(tǒng),實(shí)現(xiàn)倫理作為構(gòu)建社會(huì)秩序手段的現(xiàn)代商談轉(zhuǎn)換,營造協(xié)商而不是暴力化解矛盾沖突的商談倫理氛圍;在現(xiàn)實(shí)社會(huì)政治領(lǐng)域,以良性互動(dòng)為紐帶保證公共輸入影響到公共權(quán)威部門,以多層次協(xié)商制度體系為依托有效整合觀點(diǎn)訴求,形成社會(huì)輿論推動(dòng)社會(huì)共識達(dá)成;在具體利益沖突之中,切實(shí)考慮矛盾沖突各方共同的、根本的利益所在,社會(huì)各界達(dá)成廣泛共識的輿論壓力之下倒逼沖突方通過利益的妥協(xié)化解現(xiàn)實(shí)矛盾,構(gòu)建利益均衡機(jī)制實(shí)現(xiàn)規(guī)范、有效解決利益沖突。文章主要包括三個(gè)部分的主體內(nèi)容。首先,按照現(xiàn)代化理論有關(guān)經(jīng)濟(jì)增長、政治發(fā)展、社會(huì)轉(zhuǎn)型導(dǎo)致不穩(wěn)定的邏輯分析和對于早期現(xiàn)代化國家、后發(fā)展型國家的社會(huì)政治秩序的歷史考察,探究轉(zhuǎn)型過程與社會(huì)政治不穩(wěn)定的相關(guān)性。其次,總結(jié)了改革開放以來我國維穩(wěn)工作狀況,總體上肯定了我國社會(huì)政治穩(wěn)定局面,又剖析了傳統(tǒng)維穩(wěn)工作方法不足并在此基礎(chǔ)之上呼喚新的維穩(wěn)工作機(jī)制,提出協(xié)商民主是構(gòu)建我國維穩(wěn)長效機(jī)制的新思維。最后,在協(xié)商民主的理論和實(shí)踐視野下,維穩(wěn)長效機(jī)制呈現(xiàn)商談倫理、社會(huì)共識、利益均衡三個(gè)基本層次。文章寫作過程中普遍采用的理論與實(shí)踐相結(jié)合的研究方法,并充分運(yùn)用文獻(xiàn)研究、歸納演繹和邏輯推理、實(shí)踐考察等研究方法,從協(xié)商民主的角度探討維穩(wěn)工作困境問題,提出了三個(gè)基本層次的維穩(wěn)長效機(jī)制,開拓了維穩(wěn)工作的視角,具有一定的創(chuàng)新性、理論意義和實(shí)踐意義。
[Abstract]:Maintaining social and political stability is the value pursuit of any social development, and it is a fundamental issue which must be paid more attention to in both the early developed countries and the post-development countries. Since the new era, in the process of deepening the reform, our country should deal with the relationship between reform, development and stability, therefore, the word "maintain stability" appears naturally in the special context of our country. It seems that the government as the subject should or even suppress the political participation and interest expression of the people who are regarded as the object, which inevitably leads to the paradox of maintaining stability. In order to adapt to the increasingly complex and changeable social and political situation in our country, to be more reasonable, standardized and effective in handling conflicts of interest, to consolidate the legitimacy foundation of our party and government in power, and to maintain a stable and orderly overall social and political situation, It is necessary to change the way of thinking and working methods of maintaining stability and to construct a long-term mechanism for maintaining stability. The deliberative democracy provides a new way of thinking to resolve the dilemma of maintaining stability in our country. As a kind of governance, the deliberative democracy has internal consistency with the maintenance of social and political stability. Therefore, the deliberative democracy is a new thinking to construct a long-lasting mechanism for maintaining stability. On the ethical level, we should communicate the ethical connotation of negotiation with the ethical tradition of our country, realize the modern negotiation transformation of ethics as a means of constructing social order, and create a negotiation ethical atmosphere of consultation rather than violent resolution of contradictions and conflicts. In the field of real society and politics, the positive interaction is used as the link to ensure that public input affects the public authority departments, and the multi-level consultation system is used as the basis for effective integration of views and demands to form social public opinion to promote the achievement of social consensus. Among specific conflicts of interest, we should earnestly consider where the common and fundamental interests of all parties to the conflict lie. Under the pressure of public opinion, which has reached a broad consensus, the parties to the conflict are forced to resolve the realistic contradictions through compromise of interests. Construct the mechanism of interest balance to realize the standard, solve the conflict of interest effectively. The article mainly includes three parts of the main content. First of all, according to the logic analysis of economic growth, political development, social transformation leading to instability in the modernization theory and the historical investigation of the social and political order of the early modern countries and the post-development countries, Explore the relationship between the transition process and social and political instability. Secondly, it summarizes the status of maintenance and stability work in China since the reform and opening up, generally affirms the situation of social and political stability in our country, and analyzes the shortage of traditional maintenance and stability work methods and calls for a new working mechanism of maintenance stability on this basis. It is a new thinking to construct a long-term mechanism of maintaining stability in our country. Finally, in the view of theory and practice of deliberative democracy, the long-effect mechanism of maintaining stability presents three basic levels: negotiation ethics, social consensus and interest balance. The research method of combining theory with practice, which is widely used in the process of writing, makes full use of the research methods such as literature research, inductive deduction and logical reasoning, practical investigation, etc., to discuss the dilemma of maintaining stable work from the angle of consultation and democracy. This paper puts forward three basic mechanisms of long-term stability and develops the angle of view of maintenance stability, which is innovative, theoretical and practical.
