蘇州市姑蘇區(qū)吸毒人員管理問題研究

【摘要】：毒品侵害吸毒者中樞神經(jīng)系統(tǒng),造成器官功能失調(diào)和組織病理變化,嚴重損害人體免疫功能,引起很多并發(fā)癥等嚴重危害吸毒人員身體健康;吸毒誘發(fā)刑事犯罪、破壞家庭貽害后代、傳播艾滋病等傳染疾病等嚴重危害社會。由于吸毒帶來的諸多危害、中國在冊吸毒人員數(shù)量逐年增加以及戒斷毒癮困難重重等原因,如何進一步完善吸毒人員管理工作以降低吸毒危害成為社會各界關(guān)注的重要問題。關(guān)于吸毒人員管理,國內(nèi)外已有的研究更多是關(guān)注戒毒模式、戒毒方法、相關(guān)法律等某個方面,很少有系統(tǒng)性的研究。鑒于此,本文通過對國內(nèi)外戒毒模式、戒毒方法等相關(guān)研究的介紹,在分析蘇州市姑蘇區(qū)吸毒人員管理問題的基礎(chǔ)上借鑒學界已有的研究成果,運用犯罪學、心理學、社會學、人口學的理論和研究方法,結(jié)合實際,主要從吸毒人員管理的查處、幫教、回歸三個階段探討吸毒人員管理存在的問題以及問題產(chǎn)生的原因,運用系統(tǒng)、整體的思維,提出進一步完善姑蘇區(qū)吸毒人員管理工作的對策。
[Abstract]:Drugs encroach on the central nervous system of drug addicts, cause organ dysfunction and pathological changes, seriously damage the immune function of the human body, cause many complications, and so on, seriously endanger the health of drug addicts; drug use induces criminal offences. Destruction of families harm future generations, spread AIDS and other infectious diseases and other serious harm to society. Due to the harm caused by drug abuse, the number of registered drug users in China has increased year by year and it is difficult to quit drug addiction. How to further improve the management of drug addicts to reduce the harm of drug abuse has become an important issue of social concern. As to the management of drug addicts, there are few systematic studies on drug abstinence modes, methods, laws and so on. In view of this, through the introduction of domestic and foreign drug abstinence models, detoxification methods and other related studies, based on the analysis of the management problems of drug addicts in Suzhou's Gusu District, this paper draws on the existing academic research achievements, and applies criminology, psychology, sociology, etc. The theory and research methods of demography, combined with practice, mainly discuss the problems existing in the management of drug addicts and the causes of the problems in the management of drug addicts from the three stages of investigation and punishment of drug users management, help and education, and discuss the causes of the problems, and use the system and the overall thinking. The countermeasures to improve the management of drug users in Gusu district are put forward.
