【摘要】：位于中國(guó)東南沿海的F省,在應(yīng)對(duì)醫(yī)療需求和養(yǎng)老問(wèn)題挑戰(zhàn)中,對(duì)機(jī)構(gòu)養(yǎng)老PPP模式進(jìn)行積極探索,形成了"公建民營(yíng)""醫(yī)養(yǎng)結(jié)合""閩臺(tái)協(xié)作"機(jī)構(gòu)養(yǎng)老新模式。對(duì)F省不同性質(zhì)養(yǎng)老機(jī)構(gòu)Y養(yǎng)老公寓、X養(yǎng)老院和S養(yǎng)老院等三個(gè)案例的比較分析顯示,"公建民營(yíng)"機(jī)構(gòu)養(yǎng)老方式在養(yǎng)老服務(wù)提供的社會(huì)化、公益性、專業(yè)化程度、機(jī)構(gòu)運(yùn)行效率、減輕政府財(cái)政負(fù)擔(dān)等方面具有顯著優(yōu)勢(shì)。從運(yùn)營(yíng)方式來(lái)看,F省養(yǎng)老機(jī)構(gòu)"公建民營(yíng)"屬于PPP模式中"基礎(chǔ)設(shè)施的運(yùn)營(yíng)和維護(hù)外包"。研究表明,機(jī)構(gòu)養(yǎng)老PPP發(fā)展亦面臨諸多問(wèn)題,尤其服務(wù)質(zhì)量監(jiān)管體系的缺失。對(duì)此,政府應(yīng)在廓清"公共部門—私營(yíng)部門—消費(fèi)者"等三者關(guān)系基礎(chǔ)上,關(guān)注消費(fèi)者的需求,明晰公、私部門在PPP模式運(yùn)行不同階段的各自職責(zé)和功能。
[Abstract]:In response to the challenges of medical needs and pension problems, F province, located on the southeast coast of China, actively explored the PPP model of institutional old-age care, and formed a new model of "public construction and private management", "combination of medical care and nursing," cooperation between Fujian and Taiwan ", and" institutional old-age support ". The comparative analysis of three cases of different nature of pension institution Y apartment for the aged in F province and the nursing home of S shows that the "public building private" institution provides the socialization, public welfare and specialization of the old-age service. Operating efficiency of the organization, lighten the government financial burden and other aspects have significant advantages. "Public Construction and Private Construction" belongs to "Infrastructure Operation and maintenance Outsourcing" in the mode of PPP. The research shows that the development of institutional pension PPP also faces many problems, especially the absence of service quality supervision system. Therefore, the government should pay attention to the needs of consumers on the basis of clarifying the relationship between "public sector, private sector and consumer", and clarify the respective responsibilities and functions of the public and private sectors in different stages of PPP operation.
