【摘要】：社區(qū)的多中心治理是一種新型的社區(qū)治理模式,表現(xiàn)為社區(qū)主體的合作治理。在此過程中,各主體相互合作、互幫互助,逐漸強化對彼此的信任,并通過制定各種規(guī)則形成有序的治理網(wǎng)絡(luò),使社會資本得到持續(xù)地積累,為社區(qū)多中心治理的推進與深入創(chuàng)造良好的環(huán)境,而這種良性循環(huán)成為了作為社區(qū)自治催化劑的公民社會成長的關(guān)鍵。我國城市社區(qū)的多中心治理在改革開放大背景中社會主義市場經(jīng)濟條件下進行,是政府力量、市場力量、社會力量的融合、聯(lián)動與合作,使多元治理主體的優(yōu)勢得到互補。雖然在實際中,我國城市多中心治理有不足之處,但其已經(jīng)逐漸得到人們的重視,并通過社區(qū)治理實踐得到檢驗和發(fā)展。本文以城市社區(qū)為對象,以多中心治理為視角,以分析城市社區(qū)多中心治理要素為基礎(chǔ),分析了城市社區(qū)多中心治理的主體,包括社區(qū)黨組織、基層政府、社區(qū)自治組織、社區(qū)非營利組織、社區(qū)單位與居民,它們存在自組織與他組織兩種組織形式,通過互動、協(xié)作、競爭,最后形成一種多元主體多中心的橫向扁平化網(wǎng)絡(luò)式治理結(jié)構(gòu)。文章重點介紹了長沙縣B社區(qū)的多中心治理情況,介紹了其“政府主導(dǎo)、社區(qū)自治、民間參與”的多中心治理格局及其效果。但是,B社區(qū)的多中心治理也存在一些問題,主要體現(xiàn)在居民社區(qū)參與不充分、社區(qū)非營利組織作用不強、社區(qū)治理經(jīng)費不足等方面。針對這些原因,文章從多元主體利益訴求存在差別、社區(qū)管理體制不順、社區(qū)運行機制不健全這幾個角度對其原因進行深入分析。然后,立足于B社區(qū)的實際情況,從多中心治理的視角進行探索,提出了完善長沙縣B社區(qū)多中心治理的對策建議,包括培育社區(qū)多中心治理主體、理順社區(qū)多中心治理體制、優(yōu)化社區(qū)多中心治理機制。
[Abstract]:The multi-center governance of community is a new mode of community governance, which is the cooperative governance of community main body. In this process, the various subjects cooperate with each other, help each other, gradually strengthen their trust in each other, and form an orderly governance network through the formulation of various rules, so that social capital can be continuously accumulated. It creates a good environment for the promotion and deepening of community multi-center governance, and this virtuous circle has become the key to the growth of civil society as the catalyst of community autonomy. Multi-center governance of urban communities in China is carried out under the background of socialist market economy under the background of reform and opening up. It is the fusion, linkage and cooperation of government, market and social forces, which makes the advantages of multiple governance subjects complement each other. Although there are some shortcomings in the practice of urban multi-center governance in our country, it has been paid more and more attention, and has been tested and developed through the practice of community governance. This article takes the city community as the object, takes the multi-center governance as the angle of view, takes the analysis city community polycentric governance factor as the foundation, has analyzed the city community multi-center governance main body, including the community party organization, the grass-roots government, the community autonomous organization, Community non-profit organizations, community units and residents, they have two organizational forms of self-organization and other organization, through interaction, cooperation, competition, and finally form a multi-agent multi-center horizontal flat network governance structure. This paper mainly introduces the multi-center governance situation of B community in Changsha County, and introduces the multi-center governance pattern and its effect of "government leading, community autonomy, folk participation". However, there are some problems in multi-center governance of community, such as inadequate community participation, weak role of community non-profit organizations, insufficient funds for community governance, and so on. In view of these reasons, the article analyzes the reasons from the following angles: the diversity of the interests of the main body, the malfunction of the community management system and the unsound operation mechanism of the community. Then, based on the actual situation of B community, from the perspective of multi-center governance, the paper puts forward the countermeasures and suggestions to improve the multi-center governance of B community in Changsha County, including cultivating the main body of multi-center governance in the community, and straightening out the multi-center governance system of the community. Optimize community multi-center governance mechanism.
