【摘要】：我國已經(jīng)進(jìn)入老齡化社會,北京也已進(jìn)入老齡化城市行列。老齡社會的健康可持續(xù)發(fā)展已成為我們正面臨的重大問題,也是世界性的難題。特別是我國實(shí)行獨(dú)生子女政策后帶來的人口總量和結(jié)構(gòu)變化所引發(fā)的矛盾,已在近幾年內(nèi)集中體現(xiàn),再加上受到傳統(tǒng)文化的影響,我國老齡社會面臨著區(qū)別于其他國家的更加復(fù)雜的問題。由于目前養(yǎng)老服務(wù)業(yè)需求缺口較大,而且現(xiàn)在北京市的公辦養(yǎng)老機(jī)構(gòu)只接受特定條件的老人,這使得單純依靠居家養(yǎng)老、社區(qū)養(yǎng)老已經(jīng)無法滿足北京市日益增長的養(yǎng)老需求。為解決老齡化帶來的各種問題,從中央到北京都出臺了相關(guān)政策,鼓勵民間資本進(jìn)入養(yǎng)老服務(wù)市場,但由于養(yǎng)老市場開發(fā)仍處于初級階段,各方面政策保障未能徹底落實(shí)到位,且民辦養(yǎng)老機(jī)構(gòu)的自身建設(shè)存在短板,這就導(dǎo)致了一方面北京市大部分民辦養(yǎng)老機(jī)構(gòu)生存困難,另一方面,現(xiàn)有的民辦養(yǎng)老機(jī)構(gòu)服務(wù)不到位,無法滿足北京市老年人日益增長的服務(wù)需求。本文介紹了北京市老齡化的現(xiàn)狀和特征以及民辦養(yǎng)老機(jī)構(gòu)的概況。以老年人需求為切入點(diǎn),進(jìn)行了兩項(xiàng)調(diào)研,通過對北京市老年人機(jī)構(gòu)養(yǎng)老意愿的調(diào)研,分析影響老人選擇機(jī)構(gòu)養(yǎng)老的因素及服務(wù)需求。同時(shí),與北京市三家民辦養(yǎng)老機(jī)構(gòu)的負(fù)責(zé)人和入住老人進(jìn)行訪談,并對入住老人進(jìn)行了滿意度調(diào)研,得到目前入住老人對養(yǎng)老院各方面服務(wù)的滿意度。結(jié)合兩個調(diào)研得出的結(jié)論,分析出目前北京市民辦養(yǎng)老機(jī)構(gòu)發(fā)展中存在的自身問題。再通過文獻(xiàn)研究和實(shí)地走訪,總結(jié)國內(nèi)外養(yǎng)老機(jī)構(gòu)的先進(jìn)經(jīng)驗(yàn),為北京市民辦養(yǎng)老機(jī)構(gòu)如何在政府引導(dǎo)下,解決自身短板,促進(jìn)發(fā)展提出建議。
[Abstract]:China has entered an aging society, Beijing has also entered the ranks of aging cities. The healthy and sustainable development of aging society has become a major problem we are facing, and it is also a worldwide problem. In particular, the contradictions caused by the total population and structural changes brought about by the implementation of the one-child policy in China have been reflected in recent years, coupled with the influence of traditional culture. China's aging society is faced with more complex problems that are different from other countries. Because of the large gap in the demand for the aged service industry and the fact that the public pension institutions in Beijing only accept the elderly with specific conditions, this makes it impossible to meet the increasing demand for the aged in Beijing by simply relying on the family for the aged. In order to solve all kinds of problems brought about by aging, relevant policies have been issued from the central government to Beijing to encourage private capital to enter the old-age service market. However, because the development of the old-age care market is still at an initial stage, all aspects of policy protection have not been fully implemented. And there are shortcomings in the self-construction of private pension institutions, which leads to the difficulty of survival of most of the private pension institutions in Beijing on the one hand, and the inadequate service of the existing private pension institutions on the other. Unable to meet the growing demand for services for the elderly in Beijing. This paper introduces the current situation and characteristics of aging in Beijing and the general situation of private pension institutions. Taking the needs of the elderly as the starting point, this paper carries out two surveys, analyzes the factors that affect the elderly's choice of institutional pension and the service demand through the investigation of the old people's institutional pension intention in Beijing. At the same time, interview with the responsible persons of three private pension institutions in Beijing and the elderly, and the survey of the satisfaction of the elderly, get the satisfaction of the elderly in various aspects of the nursing home service. Based on the conclusions of two investigations, this paper analyzes the problems existing in the development of private pension institutions in Beijing. Through literature research and field visits, this paper summarizes the advanced experience of old-age care institutions at home and abroad, and puts forward some suggestions on how to solve their own shortcomings and promote the development of private pension institutions in Beijing under the guidance of the government.
