【摘要】：數(shù)據(jù)已經(jīng)成為當(dāng)今社會(huì)的核心資源,政府?dāng)?shù)據(jù)開(kāi)放與共享促進(jìn)了數(shù)據(jù)及其技術(shù)在國(guó)家治理中的廣泛應(yīng)用,數(shù)據(jù)治理成為大數(shù)據(jù)時(shí)代政府面臨的重要任務(wù)。本文基于一個(gè)中觀和開(kāi)放的研究視角,從政策和機(jī)構(gòu)兩個(gè)維度入手,對(duì)美國(guó)聯(lián)邦政府?dāng)?shù)據(jù)治理的主要領(lǐng)域,即數(shù)據(jù)開(kāi)放、信息公開(kāi)(自由)、個(gè)人隱私保護(hù)、電子政務(wù)、信息安全和信息資源管理等治理結(jié)構(gòu)及政策體系進(jìn)行深入的考察。研究發(fā)現(xiàn),經(jīng)過(guò)多年發(fā)展,美國(guó)政府形成了一整套數(shù)據(jù)(信息)資源存儲(chǔ)、保護(hù)、利用和開(kāi)放的治理政策體系和以直接服務(wù)于總統(tǒng)的行政部門(mén)為核心機(jī)構(gòu)的治理結(jié)構(gòu),正在起步中的中國(guó)政府?dāng)?shù)據(jù)治理可以從中借鑒。
[Abstract]:Data has become the core resource of today's society. The opening and sharing of government data has promoted the wide application of data and its technology in national governance. Data governance has become an important task for the government in the era of big data. Based on a meso and open research perspective, this paper analyzes the main areas of data governance in the United States, namely, data openness, information disclosure (freedom), personal privacy protection, e-government, from the two dimensions of policy and organization. Information security and information resources management and other governance structures and policy system for in-depth investigation. The study found that, after years of development, the US government has formed a set of data (information) resources storage, protection, utilization and open governance policy systems and governance structures with the executive branch directly serving the President as the core body. The Chinese government data governance in the beginning can be used for reference.
