【摘要】：中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作制度,不同于其他國(guó)家的“兩黨制”、“多黨制”或“一黨制”,而是一種具有其他政黨制度無法比擬的新型政黨制度。堅(jiān)持中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作,進(jìn)一步完善多黨合作機(jī)制,有利于提高執(zhí)政黨的執(zhí)政能力和執(zhí)政水平,有利于提高參政黨的參政議政能力,有利于推進(jìn)社會(huì)主義民主政治建設(shè),有利于凝聚社會(huì)各界的力量,為社會(huì)主義現(xiàn)代化建設(shè)服務(wù)。目前,我國(guó)已經(jīng)進(jìn)入到全面建成小康社會(huì)及構(gòu)建社會(huì)主義和諧社會(huì)的重要階段,改革更是進(jìn)入全面攻堅(jiān)階段,如何更好的加強(qiáng)合作,團(tuán)結(jié)各民主黨派的力量,充分發(fā)揮他們的作用,成為我們必須思考的問題。黨的十八大報(bào)告指出,我們要堅(jiān)持和完善中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度,充分發(fā)揮人民政協(xié)作為協(xié)商民主重要渠道作用,圍繞團(tuán)結(jié)和民主兩大主題,推進(jìn)政治協(xié)商、民主監(jiān)督、參政議政制度建設(shè)。建國(guó)60多年來,中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作機(jī)制經(jīng)歷了初步形成、遭到破壞、恢復(fù)發(fā)展及逐步完善的歷史過程,在這個(gè)過程中,取得許多非常重要的成果:一是健全了政治協(xié)商機(jī)制,包括建立了政治協(xié)商統(tǒng)籌協(xié)調(diào)機(jī)制、政治協(xié)商議題提出機(jī)制、政治協(xié)商多方聯(lián)動(dòng)機(jī)制,使協(xié)商內(nèi)容規(guī)范化,協(xié)商形式程序化。二是完善了參政議政機(jī)制,對(duì)發(fā)揮各民主黨派在人民代表大會(huì)中的作用、舉薦民主黨派成員、無黨派人士擔(dān)任各級(jí)政府及司法機(jī)關(guān)的領(lǐng)導(dǎo)職務(wù)的原則和程序、進(jìn)一步發(fā)揮民主黨派在人民政協(xié)中的作用以及對(duì)發(fā)現(xiàn)和培養(yǎng)人才機(jī)制等都做出了明確的規(guī)定。三是規(guī)范了民主監(jiān)督機(jī)制,民主監(jiān)督的范圍不斷擴(kuò)大,民主監(jiān)督的途徑有序拓展,民主監(jiān)督的條件逐步完善。四是民主黨派自身建設(shè)取得了很大進(jìn)步,各民主黨派按照?qǐng)?zhí)政黨建設(shè)與參政黨建設(shè)互相促進(jìn)的要求,以加強(qiáng)參政議政能力建設(shè)與進(jìn)步性廣泛性建設(shè)為主線,堅(jiān)定不移地走中國(guó)特色政治發(fā)展道路,大力加強(qiáng)思想建設(shè)、組織建設(shè)、作風(fēng)建設(shè)和制度建設(shè),切實(shí)提高了政治把握能力、參政議政能力、合作共事能力和組織協(xié)調(diào)能力。同時(shí),多黨合作機(jī)制在發(fā)展中也還存在一些問題:一是政治協(xié)商制度還不夠健全,協(xié)商過程還不夠民主;二是現(xiàn)實(shí)社會(huì)物質(zhì)條件的制約影響了民主黨派參政議政的有效性;三是權(quán)力缺乏監(jiān)督與制約的問題尚待進(jìn)一步解決;四是民主黨派充分發(fā)揮自身作用尚面臨諸多問題等。為了進(jìn)一步健全和完善中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作機(jī)制,必須從以下幾個(gè)方面努力:一是增強(qiáng)政治協(xié)商的意識(shí)、加強(qiáng)政治協(xié)商的制度建設(shè)和程序建設(shè)來健全和完善我國(guó)的政治協(xié)商機(jī)制,增強(qiáng)政治協(xié)商的民主性和科學(xué)性;二是充分發(fā)揮參政黨參與國(guó)家政權(quán)建設(shè)、政治協(xié)調(diào)、組織動(dòng)員、參政議政、聯(lián)系群眾等獨(dú)特功能來健全和完善我國(guó)的參政議政機(jī)制,保證民主黨派切實(shí)參與國(guó)家政權(quán)建設(shè)和社會(huì)管理;三是營(yíng)造良好的社會(huì)氛圍、構(gòu)建多元渠道、提高整體素質(zhì)來增強(qiáng)民主監(jiān)督的約束力和實(shí)效性;四是增強(qiáng)民主黨派自身的參政意識(shí)、組織意識(shí)來保持民主黨派旺盛的生命力。堅(jiān)持和完善中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作和政治協(xié)商制度,是中國(guó)特色社會(huì)主義發(fā)展道路一條重要的成功經(jīng)驗(yàn),是推動(dòng)中國(guó)經(jīng)濟(jì)政治社會(huì)科學(xué)發(fā)展的重要制度基礎(chǔ),是以中國(guó)共產(chǎn)黨為代表的中國(guó)人民對(duì)人類政治文明的偉大貢獻(xiàn)。為適應(yīng)國(guó)際國(guó)內(nèi)形勢(shì)的深刻變化,發(fā)展社會(huì)主義民主政治,建設(shè)社會(huì)主義政治文明,我們必須堅(jiān)定不移地堅(jiān)持中國(guó)共產(chǎn)黨領(lǐng)導(dǎo)的多黨合作制度,進(jìn)一步完善多黨合作機(jī)制,煥發(fā)出我國(guó)政黨制度的新的生機(jī)與活力,為改革開放和社會(huì)主義現(xiàn)代化建設(shè)提供強(qiáng)勁的動(dòng)力。
