【摘要】：殘疾人是特殊社會(huì)群體,殘疾人事業(yè)具有敏感性和重要性。殘疾人工作的開(kāi)展,一方面需要相關(guān)政府部門(mén)發(fā)揮相應(yīng)職能,另一方面需要?dú)埪?lián)組織積極做好相關(guān)服務(wù)工作。我國(guó)殘聯(lián)組織自成立之初就被賦予“代表、服務(wù)、管理”職能,是具有鮮明中國(guó)特色的“亦官亦民”的非政府性組織,偏向于發(fā)揮政府的相關(guān)行政管理職能,服務(wù)職能發(fā)揮不足。延安市殘疾人聯(lián)合會(huì)是延安市殘疾人工作中的主導(dǎo)力量,受我國(guó)殘聯(lián)組織“亦官亦民”性質(zhì)的影響,存在“重管理、輕服務(wù)”的問(wèn)題。隨著殘疾人服務(wù)需求的增加,延安市殘疾人聯(lián)合會(huì)的公共服務(wù)能力建設(shè)亟待加強(qiáng)。本文共分為六個(gè)部分。第一部分是文章的緒論。主要圍繞文章的選題背景及研究意義、文獻(xiàn)綜述、概念界定與理論基礎(chǔ)、研究思路與方法和可能創(chuàng)新之處五個(gè)方面展開(kāi)論述。通過(guò)對(duì)選題背景和研究意義的闡述,交代了本文寫(xiě)作的緣由及研究?jī)r(jià)值所在。文獻(xiàn)綜述部分闡述了國(guó)內(nèi)外相關(guān)文獻(xiàn)的研究?jī)?nèi)容,為本文的研究提供了參考和借鑒,同時(shí)也提出了本文可能的創(chuàng)新之處,即在研究對(duì)象和研究方法上可能有所創(chuàng)新。第二部分是延安市殘聯(lián)公共服務(wù)能力建設(shè)現(xiàn)狀。首先是對(duì)延安市殘聯(lián)的性質(zhì)、組織架構(gòu)及基本職能的闡述,其次論述了延安市殘聯(lián)公共服務(wù)能力建設(shè)的現(xiàn)狀,最后對(duì)提升延安市殘聯(lián)公共服務(wù)能力建設(shè)的必要性進(jìn)行了概述。第三部分是對(duì)延安市殘聯(lián)公共服務(wù)能力建設(shè)存在問(wèn)題的實(shí)證研究。主要分為延安市殘聯(lián)社會(huì)保障能力建設(shè)不足、延安市殘聯(lián)基本公共服務(wù)能力建設(shè)欠缺和延安市殘聯(lián)綜合發(fā)展能力建設(shè)滯后三個(gè)方面。第四部分是對(duì)延安市殘聯(lián)公共服務(wù)能力建設(shè)存在問(wèn)題的成因分析。主要是從延安市殘聯(lián)服務(wù)意識(shí)淡薄、角色定位不清、代表職能弱化、溝通機(jī)制缺失和社會(huì)關(guān)注有限這五個(gè)方面展開(kāi)進(jìn)行了分析。第五部分是提升延安市殘聯(lián)公共服務(wù)能力建設(shè)的對(duì)策建議。主要提出了延安市殘聯(lián)轉(zhuǎn)變服務(wù)理念、政府加強(qiáng)法律制度建設(shè)和提升延安市殘聯(lián)公共服務(wù)能力建設(shè)的具體措施三個(gè)方面的對(duì)策建議。第六部分是文章的總結(jié)和展望部分。首先我們總結(jié)了文章的研究結(jié)論,并針對(duì)存在的問(wèn)題提出了對(duì)策建議,最后我們對(duì)文章存在的不足進(jìn)行了闡述,并指出進(jìn)一步研究的可能范圍。
[Abstract]:The disabled is a special social group, and the cause of the disabled is sensitive and important. On the one hand, the disabled work needs the relevant government departments to give play to the corresponding functions, on the other hand, it needs the disabled people's Federation to actively do the relevant service work. Since its establishment, the disabled Persons' Federation of China has been entrusted with the functions of "representative, service and management". It is a non-governmental organization with distinct Chinese characteristics, which is also "imitating the people" and tends to give full play to the relevant administrative functions of the government. The service function is inadequate. Yanan disabled Persons' Federation is the leading force in the work of disabled people in Yan'an, which is influenced by the nature of the disabled people's Federation of our country, and there exists the problem of "attaching importance to management and neglecting service". With the increasing demand of disabled people's service, the public service capacity construction of Yanan disabled Persons Federation needs to be strengthened urgently. This paper is divided into six parts. The first part is the introduction of the article. This paper mainly discusses the background and significance of this paper, literature review, concept definition and theoretical basis, research ideas and methods, and possible innovations. By explaining the background and significance of the research, the author explains the reason and research value of this thesis. In the part of literature review, the research content of related literature at home and abroad is expounded, which provides a reference and reference for the research of this paper, and at the same time puts forward the possible innovation of this paper, that is, the research object and research method may be innovated. The second part is the present situation of the public service capacity construction of Yanan disabled people's Union. First of all, it expounds the nature, organization structure and basic functions of Yan'an disabled Persons' Federation, then discusses the present situation of the public service capacity construction of Yan'an disabled Persons' Federation, and finally summarizes the necessity of promoting the construction of Yan'an disabled people's Union's public service capacity. The third part is an empirical study on the existing problems in the construction of public service capacity of Yenan disabled Persons' Federation. It is mainly divided into three aspects: the insufficient construction of the social security capacity of the disabled federation in Yan'an, the lack of the basic public service capacity construction of the disabled association in Yanan city and the lag of the comprehensive development capacity construction of the disabled association in Yan'an city. The fourth part is the analysis of the causes of the problems in the construction of the public service capacity of Yanan disabled Persons Association. Mainly from Yan'an City disabled people's Union service consciousness is weak, the role position is unclear, the representative function weakens, the communication mechanism is missing and the social concern is limited to carry on the analysis. The fifth part is to promote the Yanan disabled people's Union public service capacity construction countermeasure suggestion. The paper mainly puts forward the countermeasures and suggestions in three aspects: changing the service idea of Yanan disabled people's Federation, strengthening the construction of legal system and promoting the construction of public service capacity of Yan'an disabled people's Federation. The sixth part is the summary and prospect of the article. First of all, we summarize the research conclusions of the paper, and put forward the countermeasures and suggestions for the existing problems. Finally, we explain the shortcomings of the article, and point out the possible scope of further research.
